To what extent do public officials feel they have control over their lives in public service? We develop a new measure of perceived control in the bureaucracy based on the locus of control scale. The “bureaucratic locus of control” (BLOC) scale extends standard measures to a bureaucratic context as well as introduces an extension to these measures that focuses on the power of systemic forces in officials' lives. Field tests among a representative sample of Ethiopian public officials suggest that the BLOC scale has good internal reliability and that it is positively associated with promotion opportunities, rewards and motivation. We showcase its use by investigating the extent to which inequality in control impacts the general perception of control. Potential uses of the scale to study bureaucratic dynamics are discussed.

A tríade sombria da personalidade —narcisismo, maquiavelismo e psicopatia— retrata características antagonistas, insensíveis e socialmente aversivas. É sabido que diversos fatores são afetados por traços de personalidade, tanto saudáveis quanto psicopatológicos. Este estudo buscou compreender a capacidade explicativa da tríade sombria nos afetos positivos e negativos e no lócus de controle. Para tanto foram realizados dois estudos. Compuseram o primeiro deles 154 participantes, com média de idade de 27,14 anos (DP = 9,28) que responderam ao Dirty Dozen e a Escala de Afetos Positivos e Negativos. O segundo estudo foi composto por 660 participantes, com média de idade 22,83 anos (DP = 7,21) que foram avaliados pelo Short Dark Triad e a Escala Multidimensional de Lócus de Controle. Os resultados indicaram que a tríade sombria explica positivamente os afetos negativos, enquanto maquiavelismo explica negativamente lócus de controle externo e narcisismo e psicopatia explicam o lócus de controle interno —de maneira negativa e positiva, respectivamente. Tais achados são possíveis explicações para os desfechos aversivos em indivíduos com altos escores na tríade sombria, de modo que estes vivenciam mais desprazer e raiva, como também se eximem de suas responsabilidades emocionais e se satisfazem ao notarem que causam danos em terceiros.

Investment plays a vital role in a developing country such as India, as it provides the necessary funds for undertaking productive activities to be circulated in the economy. Savings are our country's largest source of investment. Investments are subject to the individual’s attitudes, beliefs and perceptions. As a result, the attitudes and expectations of investors have a major impact on their investment behaviour. Locus of Control is one of the most important factors that affect individual’s decision-making behaviour. Locus of Control is people's assumptions about what causes their lives to have good and bad outcomes (Rotter, 1966). It is said that there is internal and external LOC. Individuals with internal LOC assume they control their own destiny, whereas individuals with external LOC relate their experiences to destiny, luck or chance. Consequently, LOC has a great influence on an individual's investment decision-making behaviour. As a result, this study attempts to assess the LOC of an individual investors, segment them based on their level of internal and external LOC, and also to understand the impact of locus of control on the savings and investment behaviour of individual investors. The study revealed that most of the investors in Kerala were moderates and the locus of control of an individual investor affected their savings and investment behaviour
