Представлены результаты анализа социально-экономического развития прибрежных муниципальных образований Белого моря с позиций устойчивого развития в контексте голубой экономики. Построены модели, отражающие миграционные процессы, происходящие в прибрежных муниципальных образованиях. Выявлены и описаны деструктивные тенденции, происходящие в социальной, экономической и экологической сферах прибрежных территорий. Обозначена необходимость укрепления межмуниципального сотрудничества и координации управленческих решений для достижения целей устойчивого развития в регионе Белого моря.

Vulnerability and risk assessment (VRA) is increasingly becoming more popular as a tool to assess and evaluate the likelihood and externalities that are faced by urban areas because of environmental hazards and climate change. However, urban dynamics are increasingly putting communities in a vulnerable/riskier situation, calling for a more comprehensive and interdisciplinary approach. Urban Political Ecology (UPE) was utilized as a framework to reflect upon the empirical findings and literature review with two urban villages (kelurahan) in Bandar Lampung, Indonesia-Kangkung and Kota Karang-as case studies. We argue that the existing VRA is not adequate to address fundamental issues of environmental hazards and climate change. Different aspects, such as the city's metabolism of human-nature interaction, contribute to producing vulnerability and need to be taken into account. This research also recommends that future urban disaster governance should incorporate the production and alteration of (social) vulnerability by considering spatial and temporal dimensions in disaster risk reduction and climate change adaptation.Abstrak. Penilaian kerentanan dan risiko (VRA) semakin populer sebagai alat untuk menilai dan mengevaluasi kemungkinan dan eksternalitas yang dihadapi oleh daerah perkotaan karena bahaya lingkungan dan perubahan iklim. Namun, dinamika perkotaan dari waktu ke waktu menempatkan masyarakat dalam situasi yang rentan/berisiko, sehingga menyerukan pendekatan yang lebih komprehensif dan antar-disiplin. Kami memobilisasi Ekologi Politik Perkotaan (PDU) digunakan sebagai kerangka kerja untuk merefleksikan temuan empiris dan tinjauan literatur melalui dua desa perkotaan (kelurahan) di Bandar Lampung, Indonesia-Kangkung dan Kota Karang-sebagai studi kasus. Kami berpendapat bahwa penilaian kerentanan dan risiko yang saat ini ada tidak memadai untuk menangani masalah-masalah inti dari bahaya-bahaya lingkungan dan perubahan iklim. Aspek-aspek yang berbeda, seperti metabolisme kota dari interaksi manusia-alam, berkontribusi untuk menghasilkan kerentanan, yang perlu diperhitungkan juga. Penelitian ini juga merekomendasikan bahwa tata kelola bencana Applying Urban Political Ecology (UPE) Framework to Re-Visit Disaster and Climate Change Vulnerability-Risk Assessments 225 perkotaan masa depan harus memasukan bagaimana produksi dan perubahan kerentanan (sosial) dengan mempertimbangkan dimensi spasial dan temporal dalam pengurangan risiko bencana dan adaptasi perubahan iklim.
