Land-use Structure – Analysis on Example of Rural and Urban Communes in Poland and Ukraine

Abstract: Intensive modernization of the cadastre has been implemented in Poland in recent years. During the modernization procedure, land use was updated as well. Obviously, such an update is also carried out on a regular basis, during individual surveying works associated with the real estate cadastre. The article presents an analysis of land-use changes on examples of urban and rural communes in Poland during the period of 2002-2015 (as well as the situation in this aspect in Ukraine). During the analyzed period in P… Show more

“…Various tools and methods are deployed in analyses of land-use structure in urbanized areas, including spatial analyses in GIS software, field inventories, geo-surveys, geolocation methods, and data sources supporting analyses of the land-use structure [ 12 , 13 , 14 , 15 , 16 , 19 , 20 , 21 , 22 ]. For example, an innovative combination of pixel- and object-based classification techniques and analyses of multi-temporal Landsat images in GIS software has been applied to generate land cover maps [ 23 ].…”

“…Research studies investigating land-use structure with the use of various methodologies, tools and database configurations are conducted around the world (comprehensive description in Section 3.1.1 and Section 3.1.2 ). Such analyses focus on advanced urbanization processes that are the main drivers of spatial change and land-use structure, not only in small and medium-sized towns and large cities but also in suburban and rural areas [ 10 , 11 , 12 , 13 , 14 , 15 , 16 ]. However, they have some limitations, including difficulties in ensuring repeatability of surveys, the necessity of high costs (data acquisition, software, etc.…”

“…However, all these existing databases are inconsistent with each other, therefore it is necessary to build a uniform IT system for the management of rural space in Ukraine. This type of cooperation using the Polish experience in Ukraine has already been carried out by scientists and the administrations of both countries in the field of land registry [47] and building records in the real estate cadastre [48]. “…From the point of view of a commune's financial interests, the current state of the real estate cadastre database is extremely important, especially with regard to two considerations: compliance with the actual state of the land for registration, and the proper determination of the method and range of land use [7,24,29,[51][52][53][54]. The type of land use determines the rate of real estate tax and the taxes on agricultural and forest land [5,[55][56][57].…”
