Land-use/land cover maps constitute one of the key sources of information on urban space. To address the problems associated with the lack of timely and detailed land-use maps, the authors have developed a universal methodological approach for monitoring land use structure that is particularly useful in a rapidly evolving urban environment. Therefore, the main aim of this study was to develop a universal methodology for high-precision land-use analysis in urbanized areas in the context of large-scale mapping. The method uses geoinformation tools, photogrammetric data (orthophoto maps) as well as data acquired during a field inventory (involving a field survey and field mapping). The proposed approach is based on the modified existing approaches towards a detailed identification of land-use patterns while reducing the difficulties arising from the limitations of existing land use data sources. The methodology consists of several steps. First, the data sources for land-use analysis were selected. Subsequently, the classification of land-use categories in urban space was made. Finally, the method to high-precision land-use analysis for large-scale mapping was defined under the assumption that it is to be universal for use in countries with different levels of spatial and economic development. The proposed research method is based on an interpolation algorithm. It is highly valid, flexible, modifiable, accurate, and it can be applied to process publicly available and free sources of spatial data. Validation of the method on a test object (city of Ostróda, Poland) showed its high effectiveness, which is limited only by the type of data. The results obtained with the use of the proposed method not only supported the determination of the present land-use structure in the town but were also used to identify areas with the highest and lowest intensity and concentration of specific land-cover types.

The space of rural areas is subject to constant changes in terms of structure and development. The area structure of rural areas, especially in the south and east of Poland, remains unsatisfactory. The weakness of Polish agriculture is the fragmentation of the area structure of its farms; this was due to historical, natural, economic and social factors and, to a large extent, tradition. Therefore, the current status of agricultural land in Poland requires carrying out many arrangement and agricultural operations. In Ukraine, there is also no coherent IT system that would allow for the efficient management of rural space and agriculture. In order to conduct a coherent rural development policy in the region, the self-governments in Poland and in Ukraine are facing the need to expand the existing spatial information infrastructure system. This study is a proposal to expand the spatial information system with elements related only to agricultural surveying. To this end, the concept of building the Agricultural Geodesy Module was created as an element of the region’s spatial information system. The Agricultural Land Surveying Module will be an information repository and will enable powering the region’s database. Data supplying the repository will be divided into source data, operational data, metadata and final studies, such as analyses or reports. These data will not only be used by the local government of the region, but will also be made available to external users.

Public Administration and Landowners Facing Real Estate Cadastre Modernization: A Win-Lose or Win-Win Situation?

Keeping the real estate cadastre’s database up to date is a very important process. The scope of the modernization works includes, among other things, fieldwork and office (chamber) work carried out by surveyors to update information about land and buildings. Therefore, modernization may result in changes to plot areas; changes to the marking of plots and land use (and, consequently, a change in the property tax); and the disclosure or deletion of buildings and premises, as well as changes to their technical data. The research, based on a case study (rural municipality Serniki, Poland), and supported by a literature review, remote sensing, and digital photogrammetry, clearly showed the importance of initiating the cadastre modernization procedure and obtaining funds for this purpose, which will be beneficial for both parties. Landowners will gain by bringing the current image of their real estate closer to the actual state (e.g., by paying taxes for the real utility of the land), while administrative units will become the beneficiaries of higher tax revenues (up to over 500%). Thus, the analysis carried out on the case study shows positive effects for both parties, and justifies the financial outlay incurred by the administrative units for this process. Moreover, the analysis revealed that, due to the possibility of obtaining funding from other sources, the cost to the public administration may be marginal. Thus, the cadastre modernization procedure should be integrated into regional and national policies.
