L'évolution de la consommation et du trafic de drogues illicites à Rio de Janeiro

Abstract: Notre exposé fera un bref rappel historique du processus de criminalisation des drogues illicites au Brésil, en ayant la ville de Rio de Janeiro comme référence. Les données sur l’évolution des consommations et du trafic seront confrontées à l’évolution de la législation en matière de drogue, de plus en plus répressive. “…Par conséquent il revient aux autorités policières ou judiciaires de décider ce qui en est(Brown, 2008). Si on décide que c'est du trafic, alors là on se retrouve avec des peines encore plus sévères dans cette loi qu'auparavant, ce qui fait écho aux autres pays Amérique latine(Vargas et Misse, 2008). Une étude sur les quatre années qui suivirent cette réforme montre que les décisions sur ce qui constitue une consommation personnelle ou une culture sans but lucratif pour usage personnel varient énormément selon les juges et que 60 % des infractions pour trafic de drogues à Rio de Janeiro demeurent des petits vendeurs individuels qui ne sont membres d'aucune organisation(Boiteux, 2011).…”
