Background Public health practice and efforts to improve the social determinants of health operate within a climate characterised by multiple and intersecting crises. This includes the Covid-19 pandemic as well as more protracted crises such as climate change and persistent social inequalities that impact health. We sought to understand and compare how knowledge exchange (KE) processes occur across different crises, and how knowledge on improving social determinants of health can be utilised at times of crisis to reduce health inequalities and strengthen public systems. Methods We conducted a scoping review to understand how KE on improving social determinants of health can occur across different types of crises (e.g. environmental, pandemics, humanitarian). Relevant studies were identified through electronic searching of Medline, EMBASE, Global Health, Scopus and Web of Science databases. Results We identified 86 studies for inclusion in the review. Most studies concerned pandemic or environmental crises. Fewer studies explored KE during technical (e.g. nuclear), terror-related or humanitarian crises. This may reflect a limitation of the searches. Few studies assessed KE as part of longer-term responses to social and economic impacts of crises, with studies more likely to focus on immediate response or early recovery stages. Exchange of research evidence or data with policy or practice contextual knowledge was common but there was variation in the extent that lay (public) knowledge was included as part of KE processes. Conclusion As ongoing crises continue with significant public health implications, KE processes should appropriately reflect the complexity inherent in crises and foreground health inequalities. Doing so could include the utilisation of systems or complexity-informed methods to support planning and evaluation of KE, a greater focus on KE to support action to address social determinants of health, and the inclusion of a plurality of knowledge–including lived experience–in planning and responding to crises.

The application of best practices in disaster construction knowledge is a means of significantly improving housing resilience. This is essential to support a transition from vulnerability toward resilience. Nevertheless, there are currently recognised standards for best practices in rural construction. Due to a lack of expertise in Disaster Knowledge Management (DKM), Pakistan has a significant barrier to implementing safe building practices in construction activities, thereby, its efforts to strengthen its disaster resilience, particularly with earthquakes. In this context, effective utilisation of available and feasible Knowledge Transfer (KT), particularly in rural areas, can help solve the need to construct long-term disaster-resilient housing. This research investigation identified that DKM is essential in capacity building and technical knowledge transmission relating to seismic guidelines to improve housing resilience. A theoretical framework was developed, focused primarily on the post-2005 rural reconstruction mechanism and identifying key challenges in disseminating seismic guidelines effectively to rural construction practices. The study examines the potential for improving housing resilience from a disaster knowledge perspective that effectively responds to the challenges of applying best building practice guidelines. The research utilises a pragmatic constructivism paradigm and a mixed-method research approach. An extensive field survey was conducted alongside separate expert interviews and empirical qualitative and quantitative data triangulation analysis.The findings support the creation of a KT framework for rural housing construction as a significant means of disaster mitigation and recovery planning. The approach can assist rural communities in reducing losses and improving response and recovery, thereby improving housing resilience and lowering vulnerabilities. The research is intended to contribute usefully to dealing with future disaster situations in earthquake-prone regions. It aims to do so by suggesting how resilient and sustainable societies can be achieved through effective knowledge transmission management in organisations, institutions, communities, and local construction workers. This research seeks to make an original contribution by developing a DKM framework by identifying key challenges that need to be addressed to rural construction best practices, generally, but particularly in the Pakistan context.

Proposal of Resilient Housing Features for the Disaster Affected Community of Bangladesh

Thinking resiliency in terms of housing features for post disaster housing reconstruction (PDHR) is a paramount initiative after a disaster. Therefore, the aim of this research is to ascertain the demands of the disaster victims and propose a wind-resistant, resilient housing prototype that would be affordable. Based on a three-month survey of the region severely damaged by Cyclone SIDR in Bangladesh, this research argues that PDHR’s planning features are significantly short of the victims’ choice, need, and demand, forcing them to quickly modify or transform the reconstructed houses. Based on the survey, a prototype covering an area of 37.21 sq. m (400 sq. ft) with a hybrid construction technique and a cost model are proposed that will be a resilient solution against cyclones and other natural hazards. Additionally, the proposed house was modeled using finite elements, and its findings are within the International Building Code’s allowable limits. In conclusion, this paper proposes some guidelines to strengthen Bangladesh National Building Code (BNBC) that would enable to build a resilient housing society in the disaster-prone areas.
