Patients with Severe Mental Disorders (PSMD) "Pasung" require long-term care, which causes a financial burden on the family. The Indonesian government has guaranteed funding for the treatment. However, there are still PSMDs who do not make regular visits to health services. This study aimed to describe the Relationship between National Health Insurance Ownership and Compliance with Access to Health Services for PSMDin Blitar Regency, Indonesia. This study used an analytic observational design with a retrospective cohort study approach. Total sampling techniques selected 50 PSMD "pasung" recorded health insurance and several visits to primary health services. The data was obtained from the primary health services reporting records from January to March 2020. This study used the biserial point correlation (CI: 99%) test for analyzing data. This study has ethical clearance approval. The results showed that there was a positive relationship between ownership of NHI and compliance with access to health services (t-obs (3,491) ≥ critical (2,678); p-value = 0,001; r-bis = 0,450; α = 0,01). Indonesia has guaranteed the cost of PSMD treatment with shackles, but patients and families who use these facilities are not optimal. In conclusion, national health insurance ownership is related to compliance with access to health services for PSMD "Pasung". Health agencies can pay attention to policy-making for enhancing access to health services of PSMD "Pasung".

Latar Belakang: Gangguan jiwa sampai saat ini masih menjadi permasalahan yang serius didunia. ODGJ cenderung mengalami kekambuhan dikarenakan tidak teraturnya meminum obat. ODGJ membutuhkan dorongan atau motivasi yang kuat dari keluarga karena dinamika keluarga memegang peranan penting dalam perawatan dirumah. Keluarga sangat diperlukan dalam membimbing serta mengarahkan supaya pasien ODGJ tersebut dapat meminum obat dengan benar dan tertata. Tujuan: Mengetahui hubungan motivasi keluarga terhadap tingkat kepatuhan minum obat pada pasien ODGJ di wilayah kerja UPT Puskesmas Amuntai Selatan. Metode: Penelitian kuantitatif dengan desain cross sectional. Jumlah sampel dalam penelitian ini 60 orang. Hasil: Hubungan motivasi keluarga terhadap tingkat kepatuhan minum obat pada pasien ODGJ di wilayah kerja UPT Puskesmas Amuntai Selatan (p-value 0,000<0,05). Simpulan: Terdapat hubungan motivasi keluarga terhadap tingkat kepatuhan minum obat pada pasien ODGJ di wilayah kerja UPT Puskesmas Amuntai Selatan. Kepatuhan minum obat dari pasien ODGJ tidak lepas dari motivasi yang diberikan oleh keluarga. Semakin keluarga memberikan motivasi, semakin patuh ODGJ untuk minum obat. <p>Undertaking stock punishment is an action to immobilized individuals that suffer mental health disorders. It is mostly done by placing woods on individuals' ankles. They are designed to restrict the patients' movements and made from wooden bars. The patients are chained or locked in a special room. A community leader, as the leader of certain people, has important roles in undertaking the stocks. It is done by considering various reasons based on the constructed understanding and emerging assumptions in the middle of society. This research aims to explore the reasons and hindrances of the community leader in releasing the stocks undertaken on individuals with mental health disorders. The applied research method is qualitative research with an interpretative phenomenology. 7 participants were selected by using purposive sampling. Then, an analysis was carried out by the Interpretative Phenomenological Analysis (IPA). The findings dealing with the reasons for the community leader to undertake the stocks consisted of two themes. They dealt with the administered medication to recover individuals with mental health disorders and to protect them, their families, and society. Meanwhile, the hindrances of the community leader in discharging or releasing the punishment dealt with the difficulty to get psychiatric service. The conclusions are the stocks reasons deal with a lack of the community leader's understanding to care for the individuals with mental health disorders and the necessity of active participation of medical officers. Thus, the people could obtain maximum psychiatric service</p>
