Due to the short development time of cultural and tourism towns in China, local governments and investors lack experience in building cultural and tourism towns and do not pay enough attention to the positioning of towns. Alternatively, this issue results in chaos in domestic cultural and tourism towns and even a large number of empty towns in some provinces. Therefore, how to accurately locate cultural tourism towns is a problem that must be studied in depth at present. This paper uses the regional economic theory to collect the influencing factors of cultural tourism town positioning. Based on the BP neural network and the improved genetic algorithm, a genetic neural network model is constructed to train and predict the samples of cultural tourism towns. Taking a small town in the East as a case, the data were collected and analyzed. Established on the prediction outcomes of the genetic neural network, the best location of a small town was selected according to the actual situation of the region. In terms of accuracy and training time, our experimental evaluation confirmed that the neural network enhanced by genetic algorithms outperforms the conventional BP neural network. Furthermore, we observed that besides the classification capabilities of the BP neural network-based model, the classical BP neural network improved by the genetic algorithm also exhibits great macrosearch capabilities and good global optimization performance.

The HRM problem faced by the Harapan Jaya Farmers Group is the overlapping of the duties and responsibilities of the sections/divisions, resulting in less orderly administration. The purpose of this Community Partnership Program (PKM) activity is to make the HR management of the Harapan Jaya Farmer Group well-organized and the functions and tasks of the division to be more administratively orderly. The results of the service activities showed that (1) 13 people, or 65% of farmer group members, considered that the extension material on human resource management was essential, and as many as seven people, or 35% considered the extension material on human resource management critical, (2) after the holding of human resource management counseling, the average score of the participants' understanding level of the human resource management counseling material experienced a significant increase, namely to 1.41 or a significant increase of 96.20% and (3) After holding the human resource management training, each section The Harapan Jaya Farmers Group division has been able to compile and fill out a monthly activity plan template.ABSTRAKPermasalahan MSDM yang dihadapi oleh Kelompok Tani Harapan Jaya adalah terjadinya tumpeng tindih tugas dan tanggung jawab seksi/divisi sehingga kurang tertib administrasi. Tujuan Kegiatan Program Kemitraan Masyarakat (PKM) ini adalah agar manajemen SDM Kelompok Tani Harapan Jaya tertata dengan baik, fungsi dan tugas divisi menjadi lebih tertib administrasi. Hasil kegiatan pengabdian menunjukkan bahwa (1) Sebanyak 13 orang atau sebesar 65% anggota kelompok tani menilai bahwa materi penyuluhan tentang manajemen sumberdaya manusia sangat penting dan sebanyak 7 orang atau sebesar 35% menilai penting terhadap materi penyuluhan tentang manajemen sumberdaya manusia, (2) setelah diadakannya penyuluhan manajemen sumberdaya manusia, skor rata-rata tingkat pemahaman peserta terhadap materi penyuluhan manajemen sumberdaya manusia mengalami kenaikan yang signfikan yaitu menjadi 1,41 atau naik secara signifikan sebesar 96,20% dan (3) Setelah diadakannya pelatihan manajemen sumberdaya manusia, setiap seksi/divisi Kelompok Tani Harapan Jaya sudah mampu menyusun dan mengisi template rencana kegiatan per bulan.
