Latar Belakang: Rekam Medis Elektronik (RME) terbukti meningkatkan kualitas layanan kesehatan. Namun, penerapannya belum mencapai target yang diharapkan, berisiko terhadap kepuasan dan keselamatan pasien, bahkan terancam gagal. Rumah sakit harus mengelola berbagai risiko pada penerapan RME untuk mencapai tujuannya.Tujuan: Penelitian ini bertujuan untuk mengidentifikasi dan menilai risiko-risiko penerapan RME, serta menyusun strategi pengendaliannya. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan partisipatif dan menerapkan Healthcare Failure Mode and Effect Analysis di sebuah rumah sakit swasta, melalui Consensus Decision-Making Group.Hasil: Penelitian ini mengidentifikasi 51 risiko penerapan RME, dengan 49 di antaranya yang diproses dan dikelompokkan menjadi 5 tema, yaitu kebijakan penggunaan RME, subjek RME, kualitas sistem RME, infrastruktur, dan komunikasi. Penilaian risiko bervariasi dari risiko rendah sampai sangat tinggi. Perhatian petugas masih berfokus pada kelengkapan data dan sistem yang berjalan, tetapi keamanan data belum menjadi perhatian. Penelitian ini merumuskan 16 rencana pengendalian risiko dengan 3 prioritas yang direkomendasikan, yaitu menyusun kebijakan dan pedoman implementasi RME, pelatihan secara hands-on kepada dokter, dan pembaruan sistem RME berkala serta menyusun co-creation tentang penambahan fitur sistem RME. Kesimpulan: Penerapan RME tidak terlepas dari risiko kegagalan. HFMEA mampu memotret hal ini dengan menggali potensi kesalahan. Diperlukan uji coba implementasi rekomendasi strategi perbaikan untuk mencegah kegagalan.

Electronic Medical Records (EMRs) have great value in healthcare, as they enhance healthcare quality, decrease costs, optimize patient safety and health care research. Worldwide and particularly in the Middle Eastern countries have pushed for usage and implement EMR systems. However, there were some obstacles and challenges toward implementation of the EMR system. This review aims to look at the challenges and constraints of using and adopting EMR in Middle Eastern countries. Electronic databases of PubMed, country reports, newspaper, magazine articles, and hospital reports between 2008 to 2021 were used. Most common challenges highlighted were high cost of EMR implementation, lack of training, insufficient information technology personnel support, poor acceptance of new technology, confidentiality, and privacy concerns. Understanding the hurdles of using EMR technology in health care setting is essential for decision makers to focus on economic and human factors challenges to enhance the use and acceptance of EMR systems.

Although there is a significant influence of implementing the electronic health records (EHR) system in Qatar, there are very limited studies reviewed and analyzed the influence of implementing the EHR system on healthcare professionals in Qatar. This research aims to assess, summarize, and analyze the influence of the EHR system in healthcare settings in Qatar. The outcome of assessing the implementation of the EHR system may have advantages and disadvantages, which can impact healthcare professionals in healthcare settings in Qatar. The main objective is to evaluate EHR on healthcare professionals in healthcare. A total number of 210 participants were selected randomly from three private hospitals in Qatar. A validated survey distributed to physicians, pharmacists, nurses, and dietitians who work in these healthcare hospitals in Qatar. The purpose is to identify whether the outcome of using the EHR system improved healthcare professionals’ work after it has shifted from using files and hand-writing paperwork to the EHR system. By applying online survey, results indicate that most healthcare professionals positively perceive the use of the EHR system as a valuable system.
