Introduction

Abstract: ‘Joined-up government’ has been a topic of important discussion in the early twenty-first century as much as it was in the end of the twentieth century. Reinventing government was a move towards the ‘new public management’ which revolved on the importance to stimulate a business situation in the government and to apply the disciplines of the market to the public sector. “…The Minister announced that he intended to appoint a commission to examine how the licensing laws might be amended so as to reduce the burden of alcohol-related problems within Irish society, but acknowledged that it was not long since a previous commission had reviewed this matter and also noted that not all alcohol policy issues fell within the purview of the justice sector (Irish Times, 1 August 2007). Alcohol policy, in the language of New Public Management, may be deemed a 'cross-cutting' issue; that is, one which cannot be satisfactorily managed by any single sector of government but which calls for a cross-cutting or 'joined-up' response from all of the central government and other public sector agencies upon which it impinges (Boyle, 1999;Bogdanor, 2005).
