The power transformer is one of the most critical facilities in the power system, and its running status directly impacts the power system's security. It is essential to research the risk priority evaluation of the power transformer parts. Failure mode and effects analysis (FMEA) is a methodology for analyzing the potential failure modes (FMs) within a system in various industrial devices. This study puts forward a hybrid FMEA framework integrating novel hesitant fuzzy aggregation tools and CRITIC (Criteria Importance Through Inter-criteria Correlation) method. In this framework, the hesitant fuzzy sets (HFSs) are used to depict the uncertainty in risk evaluation. Then, an improved HFWA (hesitant fuzzy weighted averaging) operator is adopted to fuse risk evaluation for FMEA experts. This aggregation manner can consider different lengths of HFSs and the support degrees among the FMEA experts. Next, the novel HFWGA (hesitant fuzzy weighted geometric averaging) operator with CRITIC weights is developed to determine the risk priority of each FM. This method can satisfy the multiplicative characteristic of the RPN (risk priority number) method of the conventional FMEA model and reflect the correlations between risk indicators. Finally, a real example of the risk priority evaluation of power transformer parts is given to show the applicability and feasibility of the proposed hybrid FMEA framework. Comparison and sensitivity studies are also offered to verify the effectiveness of the improved risk assessment approach.

These days, the appraisal of the COVID-19 vulnerability has become a difficult errand for the whole world. The COVID-19 administration dynamic issue frequently includes numerous elective arrangements clashing standards. In this paper, we present a multi-criteria decision-making (MCDM) procedure based on the fuzzy VIKOR method to survey the COVID-19 vulnerability in the state of Assam, India. The trapezoidal fuzzy number is utilized to evaluate the rating of the loads for the set-up models. We have observed environment, social, and Medical factors after observing the spread of COVID-19. To study and to have comments, a committee of five experts has been formed from a different region of Assam to observe and comment to identify Coronavirus’s weakest factors. For a better survey, we have divided the state into four areas namely Rural Area, Urban Area, Market Area in Rural Area, and Market Area in Urban Area. The current research looked at how the fuzzy VIKOR selects provinces for urgent adaptation needs differently than a traditional MCDM technique.

The quality of output or decision-making depends on high-quality input data, their adequate evaluation, the application of adequate approaches, and accurate calculation. In this paper, an objective criticism of applying the fuzzy SWARA (step-wise weight assessment ratio analysis) method based on the Chang TFN (triangular fuzzy number) scale is performed. Through research, it has been noticed that a large number of studies use this approach and, as an epilogue, there are wrong decisions based on inconsistent values in relation to the initial assessment of decision-makers (DMs). Seven representative studies (logistics, construction industry, financial performance management, and supply chain) with different parameter structures and decision matrix sizes have been singled out. The main hypothesis has been set, which implies that the application of this approach leads to wrong decisions because the weight values of the criteria are incorrect. A comparative analysis with the improved fuzzy SWARA (IMF SWARA) method has been created and a number of negative conclusions has been reached on using the fuzzy SWARA method and the Chang scale: Primarily, that using such an approach is impossible for two or more criteria to have equal value, that allocating TFN (1,1,1) leads to criteria values that are inconsistent with expert evaluation, that the last-ranked criteria in the fuzzy SWARA method have no influential value on the ranking of alternatives, that there is a great gap between the most significant and last-ranked criteria, and that the most significant criterion has a huge impact on the evaluation of alternative solutions and decision making. As a general conclusion, it is given that this approach is not adequate for application in problems of multi-criteria decision making because it produces inadequate management of processes and activities in various spheres.
