Carbon stored in mangroves is valuable for climate change mitigation. Managing the carbon stored in the mangrove requires an adequate legal framework and an environmental policy. In Cuba, there is little research on the capacity of mangroves to retain carbon and its articulation in environmental policy and management. In the present study, the following research question is raised: Is there a favorable context in the environmental policy to manage the mangrove as a carbon reservoir in Cuba? The aim of this research is to identify aspects of environmental policy, legal and administrative frameworks related to managing mangroves as a carbon sink in Cuba. The qualitative method of social research, the content analysis technique, and the modified Ibero-American Network for Integrated Coastal Management (IBERMAR) decalogue were used to compile, understand, and discuss the potential for effective management of mangroves for carbon storage. One hundred and twenty-one articles published in WOS and Scopus databases between 2019 and 2022, as well as books and material reviewed on the official websites, were checked. Present policy in Cuba manages mangroves for coastal protection and other ecosystem services but lacks a developed plan for considering the role of this marine forest system as a carbon sink. Managing mangroves as a carbon reservoir will require vigorous efforts to measure and monitor the system. It is necessary to build a robust national political agenda and strengthen institutional and regulatory capacities. This research provides a systematization of environmental policy as a baseline for the management of carbon reservoirs in mangroves in Cuba.

This research aims to examine the policy of sustainable mangrove ecosystem development in South Sulawesi from the perspective of siyāsah and fiqh al-bi’ah. The questions raised are how the construction and implications of the policy of sustainable mangrove ecosystem development are, and how the reformulation of the concepts of siyāsah and fiqh al-bi’ah affects the policy that has been set. The data in this research are primary data from interviews, observations, and documentation, as well as secondary data from relevant literature. Data collection methods were carried out through interviews, observations, and documentation to be analyzed descriptively qualitatively based on the approach of siyāsah and fiqh al-bi’ah. The results of the research show that the policy of sustainable mangrove ecosystem utilization is realized through the establishment of regulations related to mangrove management at both the national and regional levels. The policy is implemented through the formation of the Regional Mangrove Working Group (KKMD) of South Sulawesi as a group that works to preserve the mangrove ecosystem. The policies implemented have implications for legal aspects, aspects of the economy based on ecotourism, environmental sustainability, education, and religious social. The policy that has been set is in line with the concept of siyāsah dusturiyah and fiqh al-bi’ah based on maslahah. The perspective of siyāsah dusturiyah and fiqh al-bi’ah plays a role in strengthening and supporting government policies in the effort to preserve the sustainable mangrove ecosystem.

Keberhasilan konservasi hutan rawa mangrove di Setapuk Besar belum diketahui apakah lebih terdorong oleh partisipasi anggota kelompok peduli pesisir atau sudah melibatkan bukan anggota. Masalah ini penting dianalisis untuk menentukan pilihan tipe co-manajemen konservasinya, setelah rehabilitasi hutan mangrove dianggap berhasil. Studi ini bertujuan menganalisis implikasi kehadiran kelompok peduli pesisir dan partisipasi komunitas terhadap pilihan tipe co-manajemen konservasi hutan mangrove. Metode penelitian menggunakan pendekatan kuantitatif dan kualitatif. Data kuantitatif dikumpulkan melalui wawancara terstruktur terhadap 90 responden, sedangkan alat analisisnya menggunakan metode deskriptif dan uji beda U-Mann Whitney. Hasil studi menunjukkan bahwa tingkat pemahaman dan partisipasi anggota kelompok peduli pesisir secara signifikan mempunyai kualifikasi yang lebih tinggi jika dibandingkan dengan bukan anggota, sehingga ini menunjukkan masih tingginya gap yang terjadi. Perbedaan pemahaman dan partisipasi ditunjukkan oleh tingginya kemampuan anggota kelompok dalam menganalisis, menginterpretasikan, memahami kondisi lingkungan, dan juga kepeduliannya terhadap kegiatan konservasi. Keberhasilan konservasi yang masih bertumpu pada partisipasi anggota kelompok perlu terus ditingkatkan dengan memperbaiki kapasitas manajemennya, sehingga tingkat partisipasi bisa semakin luas melibatkan sebagian besar anggota komunitas. Dalam kaitan ini, mempertimbangkan telah berperannya kelompok peduli pesisir namun masih adanya gap pemahaman dan partisipasi, maka pilihan bentuk co-manajemen konservasi yang dianggap cocok adalah tipe kooperatif.
