The paper presents estimation of horizontal accuracy of maps using of initial statistical analysis. Investigations have been performed for four large-scale digital maps made with different methods of producing digital map data: new total station survey (object A), re-calculation of previous direct measurements (orthogonal and polar surveys) (object B), manual vectorisation of a raster orthophotomap image (object C) and graphical-and-digital processing of analogue maps (object D). Analysis has been performed for large statistical samples of sets of vectors of shift of control points ε L and their components, i.e. true errors of increments of coordinates ε X , ε Y. In the case of a map produced by means of new survey with an electronic tacheometer, the true errors were represented by differences between coordinates of control points obtained from two separate set outs. In the case of other methods of data collection for digital map production true errors were represented by differences of coordinates acquired from an investigated map and coordinates calculated from new direct surveys. WSTĘPNE WYKORZYSTANIE ANALIZY STATYSTYCZNEJ DO OCENY DOKŁADNOŚCI OPRACOWANIA SYTUACYJNEGO WIELKOSKALOWYCH MAP CYFROWYCH Adam Doskocz Katedra Geodezji Szczegółowej Uniwersytet Warmińsko-Mazurski w Olsztynie S ł o w a k l u c z o w e: mapa cyfrowa, dokładność opracowania sytuacyjnego, analiza statystyczna. A b s t r a k t W pracy przedstawiono ocenę dokładności opracowania sytuacyjnego map numerycznych z wykorzystaniem wstępnej analizy statystycznej. Badania zrealizowano na przykładzie czterech wielkoskalowych map numerycznych wykonanych różnymi metodami pozyskiwania danych numerycznych: nowy pomiar tachimetrem elektronicznym (obiekt A), przeliczenie wyników wcześniejszych pomiarów bezpośrednich (ortogonalnych i biegunowych) (obiekt B), manualną wektoryzację rastrowego obrazu ortofotomapy (obiekt C) oraz przetworzenie graficzno-numeryczne map analogowych (obiekt D). Analizę wykonano na dużych próbach statystycznych zbiorów długości wektorów przesunięcia punktów kontrolnych ε L oraz jego składowych, tj. błędach prawdziwych przyrostów współrzędnych ε X , ε Y. W przypadku mapy wykonanej z nowych pomiarów tachimetrem elektronicznym jako błędy prawdziwe przyjęto różnice dwukrotnie wyznaczonych współrzędnych punktów kontrolnych. W odniesieniu do pozostałych metod pozyskiwania danych do tworzenia map numerycznych błędy prawdziwe uzyskano z różnic współrzędnych pozyskanych z badanej mapy i współrzędnych wyznaczonych z nowego pomiaru bezpośredniego.

Abstract. Digital map data sets (or geo-databases) are an important part of the spatial data infrastructure (SDI) of the European Community. Different methods of producing large-scale map data are described in the paper, and the aim is to compare the accuracy of these methods. Our analysis is based on statistical tools belonging to the multiple comparisons theory. The first method is the well-known analysis of variance (ANOVA), and the second one is the rank-based method. The latter approach, which is rarely used in geodetic research, allows us to determine the order of the considered methods with respect to the positional accuracy of digital map data that they produce. Using this approach, one can identify the least accurate set of map data or a fragment of a map that should be updated by a new direct survey. The rank-based methods can also be rather easily applied to other technical (engineering) disciplines, e.g. geodesy and cartography.Key words: digital map data, evaluation of positional accuracy, analysis of variance (ANOVA), multiple comparisons, rank-based methods. detic registries of utilities (GESUT database). These data bases were obtained in recent decades using different methods of data acquisition. The INSPIRE directive [1] requires the Commission to establish a geoportal, and the member states of the European Union shall provide access for this geoportal to their infrastructures, as well as to any access points they themselves decide to operate. A release of the INSPIRE geoportal has been published for enhancing access to European spatial data [9]. It enables searching through spatial data sets and spatial data services from the EU member states within the framework of the INSPIRE directive. Evaluation of accuracy of digital map data via multiple comparisonsFurthermore, the European location framework (ELF) BaseMap project [10] provides platforms for accessing INSPIRE-based reference data [11]. This project comprises the datasets provided by national mapping and cadastral authorities (NMCAs) and (in the future) by other data providers [12]. The pilot-phase ELF BaseMap service began in spring 2015 for the Nordic cluster and the Netherlands. Meanwhile, more countries (Denmark, Poland, Czech Republic, and Belgium) have started producing national ELF BaseMap contributions. The recommended production process seems to be feasible, but the map concept needs further revision. In addition, the INSPIRE data models are generally too complex, and not adapted for mapping purposes: overlaps between INSPIRE themes, potential presence of deprecated features, and sometimes attributes of properties are not directly attached to geometry [13].

BADANIE DOKŁADNOŚCI OPRACOWANIA SYTUACYJNEGO WIELKOSKALOWYCH MAP CYFROWYCHW związku z tym, że współczesne bazy danych map wielkoskalowych gromadzą dane pozyskane różnymi technologiami ocena dokładności tych baz nastręcza pewnych trudności. W pracy przedstawiono zagadnienie oceny dokładności opracowania sytuacyjnego wielkoskalowych map cyfrowych. Na wstępnie odniesiono się do klasycznie stosowanych ocen, a następnie omówiono odporną metodę oceny dokładności map. Zaproponowana metoda opiera się na przeskalowanym odchyleniu medianowym, które jest niewrażliwe na wpływ błędów o wielkościach odstających i grubych. Powyższy fakt oraz możliwości sformułowania procedur automatyzacji oceny dokładności opracowania sytuacyjnego map wielkoskalowych pozwala uważać odporną metodę za właściwe rozwiązanie problemu oceny dokładności map. W przeprowadzonych wcześniej badaniach stwierdzono brak zgodności rozkładu błędów położenia punktów z rozkładem normalnym i innymi teoretycznymi rozkładami. Natomiast po zastosowaniu metody najmniejszych odchyleń absolutnych uzyskano stabilną ocenę środka zgrupowania analizowanych zbiorów błędów położenia punktów kontrolnych. W niniejszej pracy wyznaczono medianę, poprzez którą oszacowano wielkości błędu położenia (m P ) punktów kontrolnych dla poszczególnych fragmentów mapy i dla całości ocenionej bazy danych. Oszacowano odporny m P z uwzględnieniem wszystkich punktów kontrolnych wyznaczonych na badanym obiekcie (wraz z punktami wykazującymi odstające odchyłki położenia i błędy grube). Stwierdzono, że wielkość m P dla ocenionych map wynosi: w przypadku mapy wykonanej z pomiarów tachimetrem elektronicznym 0.051±0.004 m, w zakresie mapy opracowanej z operatów wcześniej-szych pomiarów terenowych 0.135±0.007 m, odnośnie zbioru danych sytuacyjnych pozyskanych poprzez manualną wektoryzację rastrowego obrazu ortofotomapy 0.231±0.015 m, natomiast w przypadku mapy opracowanej z danych pozyskanych z wektoryzacji zeskanowanych map analogowych 0.303±0.012 m, a po przetransformowaniu tychże danych wektorowych do układu PL-2000 wielkość błędu położenia punktu zmalała i wyniosła 0.195 ± 0.045 m.
