Objective: To discuss the use of the Primary Care Information System from the perspective of health promotion. Methods: A quantitative descriptive study conducted in Family Health Units of 21 municipalities of Florianópolis. Data collection was conducted between October of 2011 and July of 2012, through interviews with health professionals, featuring the use of the Primary Care Information System. Results: All municipalities surveyed use this information system; nineteen (90.5%) used flow sheets; while eight municipalities (38.1%) used all of the reports. Conclusion: The data generated by this system enables the planning of health promotion actions by the teams. There needs to be discussion of the data in the meetings and reorganization of primary care activities. ResumoObjetivo: Discutir a utilização do Sistema de informação da Atenção Básica na perspectiva da promoção da saúde. Métodos: Estudo descritivo quantitativo realizado em Unidades de Saúde da Família de 21 municípios da Grande Florianópolis. A coleta de dados ocorreu entre outubro de 2011 e julho de 2012, através de entrevista com profissionais da saúde, caracterizando o uso do Sistema de Informação da Atenção Básica. Resultados: Todos os municípios pesquisados utilizam este Sistema de informação; dezenove (90,5%) utilizam as Fichas; enquanto oito municípios (38,1%) realizam todos os relatórios. Conclusão: Os dados gerados por este sistema possibilitam o planejamento das ações de promoção da saúde pelas equipes. É necessário que haja discussões dos dados nas reuniões e reorganização das atividades na Atenção Básica.

Objetivos: descrever a funcionalidade do sistema de informação da atenção básica, suas características, abrangência, meios de circulação, demonstrar o número de publicações realizadas sobre o assunto nas principais bases de dados. Metodologia: pesquisa exploratória descritiva, de abordagem qualitativa. O levantamento bibliográfico, e este foi realizado através de artigos publicados nos últimos 11 anos, nas bases de dados: BVS, Scielo, Lilacs, BDENF e MEDLINE. Resultados: Descritor Sistema de Informação: BDENF (46), Lilacs (1681). Descritor Atenção primária em saúde: BDENF (325), Lilacs (4014). Descritor Saúde da Família: BDENF (427), Lilacs (1618); totalizando 798 publicações na BDENF e 7313 publicações na Lilacs, sendo feito novos refinos de artigos e a encontrados outros resultados mais específicos e estes categorizados e analisados. Conclusão: detectou-se a dificuldade de compreensão dos dados, visto que os mesmos não são passados de forma fidedigna as fichas do sistema de informação, apesar dos profissionais de saúde e os agentes comunitários de saúde saberem de sua importância.

In this article, we have investigated how researchers use the data provided by the Brazilian Information System of Primary Care . We also searched, for the first time, studies that evaluated the quality and reliability of the information provided by the Primary Care Information System. An integrative review of the literature was performed using the keywords ‘information systems, primary care and SIAB’ on search databases, and 53 of 174 articles were selected. These publications were classified into two large subgroups: those using the Primary Care Information System as ‘data source’ and those that took it as the ‘object of study’. The first group included 35 studies, 18 of which used demographic and social health data records, and nine described data about diseases, specifically hypertension and diabetes. These data were used by researchers for association with health indicators (20%) or comparison with other information systems (17%), sample or population calculus (9%), estimation of prevalence and characterization of the epidemiological profile of a population (26%) or, more generally, to carry out the assessment of health status (29%). The Primary Care Information System as the ‘object of study’ group included 18 works, describing the knowledge and practices of professionals in relation to the information system. These researchers pointed out issues in the process of production and information consolidation, mainly due to the lack of training and supervision of community health workers and bureaucratization of their work process. Although some issues in the quality of data provided by the Primary Care Information System were reported by researchers, these findings were not corroborated by two studies that assessed the reliability of information disclosed by this system. Despite changes in the Brazilian health policies, the issue of data quality in health information systems continues to be a challenge preventing data from being used for decision-making and knowledge production.
