Incorporating Hofstede’ National Culture in Human Factor Analysis and Classification System (HFACS): Cases of Indonesian Aviation Safety

Abstract: Abstract. National culture plays an important role in the application of ergonomics and safety. This research examined role of national culture in accident analysis of Indonesian aviation using framework of Human Factors Analysis and Classification System (HFACS). 53 Indonesian aviation accidents during year of 2001-2012 were analyzed using the HFACS framework by authors and were validated to 14 airtransport experts in Indonesia. National culture is viewed with Hofstede' lens of national culture. Result shows … Show more

“…This could be attributed to the perception that cockpit crews have a greater requirement for communication skills and thus perceive CRM programs as less valuable in mixed situations. However, both cabin and cockpit crews considered briefing procedures as beneficial and significant (Pratama et al, 2018).…”

“…e nature of the investigation reports themselves can represent limitations for any study of factors contributing to incidents as the reports considered human, technical, and environmental factors and fail to delve more deeply into the possible influence of societal or cultural factors [18]. Studies based on incident reports are limited by the nature of the information available, including structures and the methodologies used to construct patterns and variations in investigation and reporting procedures in different jurisdictions [96].…”

“…Previous studies that have discussed Indonesian Aviation safety performance were limited to specific aspects, ranging from the strategic to operational levels, such as financial-related issues, airport infrastructure policy, aircraft maintenance, and the level of pilots' adherence to standard operating procedures (SOPs) that contributed to the incidents [10,[15][16][17]. Earlier work describing safety in the least well developed countries [15], includes Indonesian airport operations [16], poor aviation maintenance [10], and safety being viewed from a regulatory perspective [17], as well as cultural factors that might contribute to the Indonesian accident rate [18]. e latter article suggested that cultural factors play an important role in aviation safety and should be incorporated into investigation reports; however, the study does not elaborate on the ways in which cultural factors might contribute to Indonesian aviation safety.…”

“…To obtain the systematic risk factors of the unsafe acts of ATCers and construct a comprehensive risk early warning indicator system of the unsafe acts of the controllers, it is necessary to adopt systematic thinking and related methods. Human Factors Analysis and Classification System (HFACS) has significant advantages in the systematic analysis of human factors in accidents, and has been applied in the field of aviation safety (Daramola, 2014; Illankoon et al, 2019; Pratama et al, 2018; Zhou et al, 2018). Organizational and managerial defects are found to be the most important potential cause behind most human errors leading to catastrophic accidents (Rostamabadi et al, 2019).…”
