With the development of digital technology, the agricultural industry is gradually transitioning towards digitization and informatization, laying the foundation for improving agricultural efficiency, promoting agricultural industry upgrading, and improving the quality of agricultural products. At the current stage, the Digital Transformation (abbreviated as DT for convenience) of the agricultural industry still faces some problems, such as insufficient application capacity of digital technology, poor information sharing, data security and so on. In order to make the DT of the agricultural industry proceed smoothly, it is necessary to use the advantages of the industrial Internet to strengthen the application and promotion of digital technology, improve the ability of information sharing and collaboration, and strengthen data security. In this paper, the Internet technology would be studied to promote the agricultural DT and upgrading in Hebei Province. The effect of DT of agriculture in Hebei Province was analyzed by calculating the technological progress change index of each agricultural industry in 2015-2019. According to the statistical data, from 2015 to 2019, the average technological progress change index of forestry, plantation and aquaculture in Hebei Province was 1.0704, 1.1982 and 1.1894, respectively. These data showed that from 2015 to 2019, the technological progress change index of each agricultural industry in Hebei Province was greater than 1, indicating that the production level of these agricultural industries was improved, which also indicated that the measures taken by Hebei Province in agricultural DT were effective.

Abstract. The article provides a short review of influence of geoeconomic restrictions on the economy and industrial policy of the Russian Federation. The authors mention the list of economically restricted companies with the indication of their industry affiliation. The characteristic of import dependence scales in key industries of the Russian economy is given. The mechanism of influence of geoeconomic restrictions on economic and social situation in Russia is shown on the example of the food market. It is proved that the agro-industrial complex couldn't replenish the shortage at the domestic food market. The authors also point to strengths and weaknesses of import substitution policy in the economy and the social sphere of national economy. The main directions of import substitution policy in the Russian Federation are revealed with the indication of standard and legal documents, in which they are enshrined. The comparative analysis of import substitution plans of regions of the North Caucasian Federal District is carried out. The plans include such provisions as branch priorities, accounting of the developed branch structure of economy, strengths and weaknesses. From the authors' viewpoint, the import substitution plans of the Republics of Dagestan, Karachay-Cherkess Republic, the Republic of Northern Ossetia, the Chechen Republic are the most developed, as they take into account branch structure and promote regional growth. In these documents the directions of further deepening of regional specialization of an access into the markets of other regions of Russia are proved. It is noted that there are measures of regional policy, which have been used within the last decades and have not proved their efficiency. The authors make a valid conclusion about the insufficient innovation of regional plans of import substitution in the North Caucasian Federal District that hinders development and search of a niche for each of the regions in the system of national and international division of labour.

The article is devoted to the study of environmental and natural risks of the production activities of agricultural organizations arising from interaction with the natural environment, as well as the problem of accounting for these risks. The authors note that agricultural organizations in the course of their activities face both environmental risks, that is, risks, the implementation of which can lead to a violation of the natural balance, and natural risks, which are expressed in changes in weather and climate conditions that are unfavorable for agriculture. In order to reflect the balance sheet value of work in progress in the accounting statements of agricultural organizations in an assessment corresponding to the real state of affairs in the organization, taking into account the above risks, the authors propose to form reserves of natural and environmental risks in accounting, which are estimated values, according to the methods developed by the authors.
