<p class="Els-history-head">The fundamental problems in economic development in Indonesia are the low level of welfare, unsustainable economic growth, and the inadequate development process of economic sectors. Defense economics is a branch of science that applies economics to national defense issues. Defense economics as a multidisciplinary study discusses resource allocation, income distribution, economic growth, and political stability as applied to topics related to defense. According to the defense economy, the impact of the use of the defense budget on the economy can be viewed from the demand or consumption and supply or production approaches. From the consumption side, the defense can protect national resources against various threats, so that national consumption becomes stable and even increases. This research uses role theory according to Biddle and Thomas, among others, Expectation, Norm, Performance, and Evaluation. The research objective is to provide government input on the importance of the economic role of defense in economic growth in Indonesia. Research using qualitative methods is aimed at understanding social phenomena from the perspective of the participants. The result that has been achieved is that the defense economy plays a role in improving security stability, so it is recommended that the government pay attention to defense-security spending budgeting, in particular the adequacy of its allocation, priority level, and linkages between other components</p>

The impact of the COVID-19 pandemic has prompted the government to carry out social assistance programs. The purpose of this study is to analyze Universal Basic Income as a response to the COVID-19 pandemic which can simultaneously strengthen economic defenses in Indonesia as a form of peace dividends. This research uses the literature study method to previous relevant research strategy theory by identifying ends, ways, and means. The results of this study support universal basic income as a policy (ways) to deal with the crisis due to COVID-19 pandemic. UBI can provide an increase in Indonesia's economic growth and empower Indonesian people to be better prepared to face risks, which will lead people to innovate more. UBI can also strengthen the defense economy in Indonesia because by reducing poverty, unemployment and social inequality, the crime rate caused by the economy will decrease, human resources will increase, and community relations will be stronger (ends). The resources (Means) needed to implement UBI in Indonesia are the budget, existing regulations, human resources (HR), and the latest Indonesia's population data.

Non-military defense is a defense to deal with non-military threats that can endanger or have implications for national defense. Non-military threats have the dimensions of ideology, politics, economy, socio-culture, technology, public safety, and legislation. In the main points of the general policy of state defense for 2020-2024, it is stated that in the policy of implementing non-military defense, it is directed to deal with the dimensions and types of threats by determining the ministry/institution as the main element. The United States-China trade war is a policy involving two superpowers that have had a major influence on the global economy to date. The government's policy in dealing with the trade war is the program to attract investors as contained in the 16th Indonesian Economic Policy Package (PKE), including Tax Holiday. The purpose of the study is to provide government input on the implementation of economic policies in the face of the US-China trade war in the context of Non-Military Defense. Research with qualitative methods is aimed at understanding social phenomena from the perspective of the participants. The results achieved are in accordance with the theory of Policy Implementation related to Resources, Communication, Disposition and Bureaucratic Structure, a strategy is needed to revamp the bureaucratic structure and recalculate budget resources.
