Identification of unbalanced bids based on grey-fuzzy evaluation method

Abstract: To provide theoretical reference for owners to identify unbalanced bids, this paper aims to construct an identification method based on grey relational and fuzzy set theory. Firstly, to measure the closeness degree between bidding unit price from engineering’s estimated price, grey relational analysis theory is used to express the relationship between them. Secondly, a combined weight method determining all line items is calculated through integrating analytic hierarchy model and maximizing deviation method. T… Show more

“…The second critical issue is how to measure the degree of unbalanced for every unit price. Unascertained mathematics (An et al, 2018) and fuzzy logic (Su et al, 2020a) were used to measure the degree of unbalanced for every unit price. Polat et al (2018Polat et al ( , 2019 proposed an unbalanced bid detection model, including eight grading systems.…”

“…The result resolution of gray clustering method is low, and sometimes it does not match the actual situation (Charulatha et al, 2017). Based on the fuzzy transformation principle and membership grade theory, fuzzy comprehensive evaluation method can give full consideration to the mutual coupling among influencing factors (Su et al, 2019), effectively solve the influence of the fuzzy boundary of evaluation criteria, and can acquire more accurate and reliable evaluation results, so, it has been widely applied in various engineering fields (Liu et al, 2010). However, the traditional fuzzy comprehensive evaluation method has some deficiencies in water quality evaluation: 1.…”
