Small businesses in any country remain an essential link in maintaining the level of competition. Thus, it remains relevant to consider the possibilities of small business development in the economy of any state. This work focuses on the financial and managerial components of such enterprises in Ukraine. The purpose of the study is to assess the methods of financial control and management of small business enterprises in Ukraine, as well as to consider the features of small business development in Ukraine and the Kharkiv region in particular. The primary method for writing the paper was the method of analysis, given a large number of different types of data processed by the authors. During the writing of the work, it was concluded that in Ukraine, financial control in small enterprises plays a unique role in the possibility of further functioning of the enterprise. This is due to a significant number of problems in the country's economy, as well as difficulties that exist in doing business. In work, two models were built that characterize the methods of conducting financial control in the management of the enterprise: column-shaped and spiral-shaped. In addition, the work analyzes the international experience of studying financial control systems in small business companies, which once again confirms the role of financial control in improving their financial results.

A special role in creating a green economy of modern cities is assigned to service industries, which determine the conditions and quality of life of people. The aim of the study is to identify the contribution of Perm universities in the development of a city’s green economy through the creation and dissemination of green technologies. Using the comparative case study methodology, the methods of content qualitative analysis and bibliographic analysis, we study the contribution of Perm universities and university technology transfer centers to the creation of a green economy in the city of Perm and other cities in the region. It has been established that scientific research carried out in Perm universities is capable of providing the industry and service industries with modern scientific developments in the field of green technologies and green products. The study confirmed the research hypothesis that Russian Universities can influence upon the green development of urban and regional economies in the places of their location (presence). It is concluded that Perm universities are in line with the modern innovation ecosystem and there is an opportunity to expand the participation of universities in the Perm Territory in creating the city’s green economy.

The study aims to analyze the current state of the housing and communal services market in the Ural Federal District. The features of the housing and communal services market in the Urals Federal District have been investigated, key trends in the development of the studied market have been identified. The assessment of the volume of the housing and communal services market in the Urals Federal District in value terms is carried out, its dynamics in 2015-2020 is presented. The nature of the investigated market volume dynamics is revealed, the average annual rate of its growth and the drivers of market growth are determined. The structure of housing and communal services and the structure of the housing stock in the Ural Federal District within the regions and districts are considered. The heterogeneity of these structures is shown. A significant share (about 66.0%) in both structures presented falls on Sverdlovsk and Chelyabinsk regions. The study is based on statistical data from the Federal State Statistics Service of the Russian Federation, data from specialized portals (Unified information resource - GIS Housing and Communal Services, State Corporation - Fund for Assistance to Reforming Housing and Utilities Sector (Housing and Utilities Fund)). The results obtained in this work helps further research to conduct a competitive analysis on the housing and communal services market in the Urals Federal District, determine the shares of the largest competitors in the studied market, estimate the volume of housing and communal services consumption per capita, as well as the saturation and estimated potential of the housing and communal services market in the Urals Federal District.
