Home-based early intervention: Emerging purposes, intervention approaches, and evaluation strategies

Abstract: Infant and toddler home visiting programs constitute an important subgroup within the rapidly growing field of early intervention. Scores of such programs have been implemented by health, educational, and mental health agencies during the past decade. Recent reviews have reported on home‐based early intervention for specific populations, such as biologically impaired infants or infants from economically disadvantaged families. Other reviews have focused on the effects of home‐based early intervention in partic… Show more

“…Stated in terms of percentages, this indicates that in 75% of the studies there was at least one significant effect. This conclusion, that early intervention studies considered as a group have produced moderate positive effects when compared with equivalent control or contrast groups, is consistent with similar conclusions derived by previous reviewers (Halpern, 1984a(Halpern, , 1984bHauser-Cramm & Shonkoff, 1986;Heverly et al, 1982;Ramey et al, 1985;White & Casto, 1985;White et al, 1984).…”

“…Recent reviews based on meta-analysis are in agreement that a wide variety of early intervention programs result in a moderate positive effect on the participants (Hauser-Cram & Shonkoff, 1986;Heverly, Newman, & Forquer, 1982;White & Casto, 1985;White, Mastropieri, & Casto, 1984). Other reviews based on a content analysis of a select group of studies suggest that certain types of interventions are providing valuable child-rearing support to at least some young families (Halpern, 1984a(Halpern, , 1984bRamey, Bryant, & Suarez, 1985). In this review, we will explore whether the studies of early intervention in the family system also show a moderate positive effect.…”

“…The paper begins by outlining various models of health visiting as a way of exploring the theoretical and political perspectives which shape the goals of health visiting. It then looks at an evaluation framework designed by Halpern (1984), which provides a useful starting point for assessing the effectiveness of health visiting interventions.…”
