The government program is mostly based on the supply model in which the program has already been created, and the following institutions just carry out the program as instructed. This research is aimed to assessing the outstanding competition program using the Malcolm Baldrige model. The model used is the seven model uses in the quality assessment includes; leadership, strategic planning, customer and market focus, measurement, human resource focus, process management, and results. The research concludes that there needs more improvement in the outstanding teacher's competition, especially from a strategic point of view in which the while stakeholders must be aware of how the program is about to run. The program analysis using the Malcolm Baldrige model can be seen as a sound and comprehensive study that will enhance the betterment of the continuity of the program. It will also help relevant parties to focus on improvement and communication efforts in the most critical areas. Also, identify some ideas for improvement and identify opportunities for future program innovation.

The purpose of this study is to determine the condition of the school organization during a pandemic Covid-19, from the scope of individuals, social groups, relations between organizations, relations between institutions, and related policies in special conditions such as during a pandemic Covid-19 this time. The subject of this study is a literature review, literature sources that discuss pandemics, conditions, individual attitudes in school organizations, social group relations, communities, institutions, and related policies in special conditions such as during the pandemic Covid-19 this time. The time of the pandemic has various implications sector, including sector education. As a complex system, the organization is expected to become an organization that can promote healthy behavior physically and mentally during a pandemic. The school organization is covered by individuals with knowledge, attitudes, and behaviors. The results of this study explain that for schools to remain focused on achieving educational goals with good quality, the integration of functions between school principals, teachers, and all school resources, groups of educators and education staff organizations, between organizations, institutions in society, and policies issued must go in harmony with future study.

Penelitian ini dilakukan dengan tujuan mendeskripsikan dan mengetahui realisasi sistem pengelolaan pendidik dan tenaga kependidikan, manfaat dari penelitian ini sebagai acuan dan pedoman yang digunakan untuk meningkatkan serta memberikan daya tarik pada seorang calon tenaga pendidik. Penelitian ini menggunakan penelitian kuasi kualitatif dengan desain penelitian sederhana, dimana dengan penelitian kuasi kualitatif ini penggunaan teori masih dimungkinkan sebagai pengolahan data yang terdiri dari 15 orang guru kelas SD di wilayah Bogor di Indonesia yang terdiri dari Kabupaten Bogor, Kota Bogor, Kecamatan Ciawi dan Kecamatan Sukaraja. Analisis temuan dalam penelitian ini yaitu: Proses, Hak dan Kewajiban, serta Pengembangan Kompetensi pendidik dan tenaga kependidikan. Meskipun demikian, masih ditemukan beberapa aktivitas yang kerap sekali mengganggu untuk peningkatan kualitas tenaga pendidik dan kependidikan salah satunya ialah faktor keseimbangan tenaga pendidik yang tidak sebidang dengan pendidikan terakhir yang ditempuh oleh calon tenaga pendidik dan kependidikan tersebut. Dalam sebuah pengelolaan perlu dievaluasi secara teratur menurut prosedur tertentu guna mencapai tujuan yang diinginkan. Sehingga aspek dari pengelolaan tenaga kependidikan diharapkan bisa meningkatkan mutu pendidikan.
