As I previously have argued (Jensen , 381), government signifies the structure and function of public institutions, their ability to make legally binding decisions, and their authoritative implementation of those decisions and the allocation of values via policy and administration (Kettl , xi; Raadschelders , 4). The state , by contrast, is a more amorphous composite—what Nettl (, 562) called a summative collectivity (1968, 562)—that may (and typically does) involve non‐governmental actors, entities, and institutions along with government in its activities.…”

Public management is a domain of research that is now roughly three decades old. Researchers in this area have made important advances in understanding about the performance of public organizations. But questions have been raised about the scope and methods of public management research (PMR). Does it neglect important questions about the development of major institutions of the modern state? Has it focused unduly on problems of the advanced democracies? Has it made itself irrelevant to public debates about the role and design of government, and the capacity of public institutions to deal with emerging challenges? This set of eight short essays were prepared for a roundtable held at the research conference of the PMR Association at the University of Aarhus in June 2016. Contributors were asked to consider the question: Is PMR neglecting the state?

Demokrasi patut dipuji, tetapi pemerintahan hukum bagaikan roti kita sehari-hari, seperti air untuk minum dan udara untuk bernafas, dan hal terbaik tentang demokrasi adalah bahwa hanya dia yang sanggup mengamankan pemerintahan hukum untuk kita. (Gustav Radbruch, 1946) ABSTRAK Ilmu Pemerintahan (IP) adalah khas Indonesia, yang tidak dikenal di belahan dunia lain. Tetapi IP selalu memperoleh stimulus eksternal: kolonialisme, developmentalisme dan neoliberalisme. Para pendiri membuat IP untuk alasan aksiologis-praktis, tanpa disertai dengan ontologi dan epistemologi yang memadai. Secara ontologis, konsep pemerintah merupakan tradisi Anglo Saxon, tetapi pemerintahan diambil dari tradisi hukum Eropa Kontinental dan bestuurskunde warisan kolonial, yang di negeri asal disebut administrasi. IP sukses mencetak banyak birokrat, tetapi ia tidak membawa roh "pemerintahan rakyat" dan tidak sanggup mencerahkan praktik pemerintahan Indonesia, melainkan hanya ikut menjaga law and order yang diwarisi dari beamtenstaat kolonial. Developmentalisme dan administrasi negara datang mewarnai Orde Baru, sekaligus juga membentuk sosok IP. Dekade 1990-an Ilmu Politik datang melakukan 'subversi' terhadap IP, yang sanggup melucuti warna hukum, tetapi tidak merekonstruksi IP. Di era reformasi, studi politik semakin jauh dari pemerintahan, dan IP mengikuti tradisi neoliberalisme, dengan memahami pemerintahan sebagai manajemen publik dan governance. Hari ini, IP anti pada politik, lupa pada hukum, dan enggan pada administrasi. Ia mengalami krisis identitas, yang tidak sanggup membedakan antara Administrasi Publik dan IP. Krisis epistemologi juga terjadi, yakni klaim IP sebagai disiplin ilmu tidak disertai dengan penggunaan pemerintahan sebagai subjek dan perspektif untuk memahami dan menjelaskan fenomena sosial.

Managing innovation involves many complex activities from organizations, stakeholders, and knowledge. Innovation is essential in improving the efficiency of the public sector. So the importance of governance innovation will provide the consequences of any failure or success of the innovation itself. Governance innovation also reflects the managing innovation in a way that is innovative as one strategy innovation process, so that innovation can show results and benefits. The focus of this research is the investigation phenomenon of governance innovations data and documents civil registration record with innovative ways in Southeast Aceh Regency. Also comparative with some other local government do it. Methods of qualitative analysis with phenomenology are used to be able to explain and illustrate and identify how the phenomenon occurs. Data collection is done inductively, interview, discussion, observation, and participation. Data reduction do with descriptive between empirical and secondary data. Images, tables, symbols, and lines used to realities revealed. Triangulation is used to conclude carefully from empirical and secondary data. The results of this research finding, governance innovation are innovative should be supported by policies, aside from the leadership capability as the executor. Citizen participation, cooperation various sector also contributes to a positive endorsement. Innovation is also an immediate need at this time for delivering excellent public services and competitive by the government.Keywords: Innovation Governance, Innovative, Public Service, Government.
