Resumo: O processo de terceirização de serviços logísticos (TSL) é considerado incipiente na gestão das organizações, não só pelas suas questões operacionais como também pelas dificuldades de se criar elos com a estratégia da empresa. O presente estudo teórico, fundamentado na Teoria Baseada em Recursos, visa propor umAbstract: The process of Outsourcing Logistics Service (OLS) is deemed incipient in the management of organizations, not only because of the operational problems it presents, but also of its difficulties fitting into the company's overall strategy. The present theoretical study, building on the resource-based view of the firm, aims to propose a framework that guides managers in developing strategies to OLS starting from the operational structure to establish the necessary resources, capabilities, and routines. In addition, taken into account is the importance of analyzing risks and resilience in the environment, concomitantly with the analysis of the operational structure. Thus, four questions were developed, aimed at leading operations managers to reflect on the development of the strategy. The framework proposed for OLS considers the supply chain management department as the main interlocutor of the strategy. This framework can be adapted according with the necessity of the contracting company, and its main intention is to enable the establishment of a project that contemplates the necessary resources, the capabilities (criteria), and the operational routines (subcriteria) for the selection of a logistics service provider in the market, one which truly addresses the needs of the organization. This framework is already intrinsic in the practical actions of the authors, because of their extensive advisory activity over the last five years in OLS to logistics service provider. In addition, it is worth mentioning that so far in the tacit applications of this framework there has been no application similar to another.

Resumo: Um dos dilemas fundamentais da firma reside em executar determinada atividade no mercado, ou no seu interior. Na literatura é a economia dos custos de transação (ECT) que melhor permite esta análise, apresentando a forma de governança adequada para determinada atividade. Contudo, a ECT sozinha não permite analisar completamente esta questão, por não abordar em profundidade o papel da configuração dos recursos produtivos na eficiência de determinada atividade. Duas questões a este respeito ainda são prementes: Quais os fundamentos da eficiência do mercado e das firmas que definem o custo da atividade nestes dois meios? Qual é a estrutura comparativa dos custos relativa à execução de determinada atividade nestes dois meios? Diante destas duas questões este artigo tem por objetivo propor um modelo dos custos de produção na empresa e no mercado, baseado na eficiência dos fatores de produção e nos custos de transação. Esta proposta é feita à luz dos pressupostos da ECT, da organização industrial (OI) e da visão baseada nos recursos (VBR). Como principal resultado este modelo permite compreender como os custos de transação e a eficiência dos fatores de produção determinam o desenvolvimento das empresas e do sistema econômico como um todo.Palavras-chave: Economia dos custos de transação. Abstract:One crucial dilemma of the firm is how to perform a given activity, on market or internally. In the literature it is the transaction costs economics (TCE) which better allows this analysis, presenting the most adequate governance form to perform a determined activity. However, only this theory by itself does not allow a complete examination of this topic, as it does not deeply address the role of configuration of productive assets in the activity efficiency. Thus, two questions still remain: What are the underpinnings of the market and firms which determine the costs of the productive activities in these two settings? What is the comparative cost framework regarding the performing of a given activity in these two settings? Referring to these two research questions, the aim of this paper is to propose a model of production costs within the firm and the market based on the efficiency of production assets and on the transaction costs. This model is presented under the lights of TCE, industrial organization (IO), and resource-based view (RBV). As the main result this model allows a better understanding about how the transaction costs and the product asset efficiency determine the development of firms and the economic system as a whole.

Resumo: Em 2001, o setor elétrico sofreu uma grave crise de abastecimento que culminou em um plano de racionamento de energia elétrica. Esse acontecimento gerou uma série de questionamentos sobre os rumos que o setor elétrico estava trilhando. O reforço dos instrumentos de planejamento energético pelo governo brasileiro permitiu a recuperação de uma responsabilidade do Estado indispensável para que a expansão da oferta de energia se realize de forma satisfatória, em conformidade com o interesse público e a estratégia de desenvolvimento econômico e social. Em termos econômicos, a previsão e o controle estatístico da demanda de energia se tornaram a base da composição de preço no mercado e os erros de previsão e falhas passaram a resultar em perdas financeiras. O problema maior no estudo de modelos é otimizar os dados previstos, ou seja, minimizar os erros de previsão. Estes erros são causados pela má elaboração dos modelos ou pela grande variabilidade do processo. O objetivo deste trabalho é minimizar os erros de previsão de uma série de energia elétrica através do método de amortecimento exponencial aplicada aos pontos fora dos limites do gráfico de controle dos resíduos gerados por um modelo de previsão ARIMA. O método foi comparado a um trabalho anterior onde os dados que ficaram fora de controle foram retirados da série. Verificou-se que o resultado obtido neste trabalho apresentou um erro de previsão menor, além de manter todos os dados da série. Palavras-Chave: Previsão de Séries Temporais; Controle Estatístico de Qualidade; Energia.Abstract: In 2001, the electricity sector suffered a serious supply crisis that culminated in a plan of electricity rationing. This event generated a series of questions about the direction the electricity sector was treading. The strengthening of the tools for energy planning by the Brazilian government allowed the recovery of a state responsibility essential so that the expansion of energy to take place satisfactorily in accordance with the public interest and the strategy of economic and social development. In economic terms, forecasting and statistical control of energy demand became the basis of the composition of the market price and the forecast errors and failures began to result in financial losses. The biggest problem in the study of models is to optimize the predicted data, i.e., minimize errors of prediction. These errors are caused by poor preparation of the models or the great variability of the process. The objective is to minimize the forecast errors from a series of electricity through the exponential smoothing method applied to points outside the limits of the control chart of the waste generated for an ARIMA forecasting model. The method was compared to a last work where the data that were out of control were removed the series. It was found that the results obtained in this study showed a lesser prediction error, besides maintaining all data's series.
