Urban strategies and the way cities are planned have changed throughout history, adapting to the needs of the inhabitants, infrastructure requirements, and advances in technology. Uses and customs of people and cities are changing and can evolve much faster than in the past, with the result that urban planning is often too slow to adequately meet the current needs of society. In this context, the development of pop-up environments for temporary developments could be a solution to meet the needs of flexibility, adaptation, and resilience of a city. This allows the urban planner to consider systems from a short-term perspective, fulfilling current needs without compromising the development of potentially different activities in the future. The purpose of this research work is to outline the general requirements of pop-up environments in urban developments that allow for adequate integration into urban planning strategies. Based on an extensive evaluation of the existing literature and a series of case studies, the paper analyzes the key elements that define the framework conditions of urban planning strategies for temporary developments that generate a positive impact on the overall urban system.

In the current urban system, characterised by a one-directional flow of resources from the rural environment to the cities, the construction sector plays a critical role in supporting the transition from a linear to a circular economy. In this framework, temporary pop-up environments act as an innovative and sustainable type of living system. These are structures conceived as temporary from the outset, based on characteristics like flexible light-weight technologies, fast and easy assembly operations, temporary occupation of the ground and adaptability to different uses, needs and target groups. Great importance is placed on construction reversibility and environmental sustainability. In the framework of the interdisciplinary research project ‘Urban Pop-Up Housing Environments and Their Potential as Local Innovation Systems’, six scenarios of application for temporary pop-up environments for the city of Vienna have been developed, taking into consideration technical, urban and social aspects, on the basis of local uses and climatic conditions. In order to explore drivers and barriers of the scenarios regarding the transferability of the concepts, online questionnaire sessions were conducted with an international audience. The feedback obtained by the participants allowed an analysis of the applicability of the concepts to other urban environments under comparable conditions at the international level. The paper presents the results obtained from the questionnaire sessions, allowing insight on the international perception of temporary pop-up environments and, specifically, strengths and weaknesses of the scenarios, as well as their possible applicability in the local contexts of the respondents. It was observed that while the perceptions of what requirements temporary housing must fulfil in order to be sustainable are quite uniform among the experts, the identified barriers for implementation within the different international contexts differed greatly. The designs of these temporary housing scenarios, which rely heavily on local resources and systems, are strongly interwoven with the fabric and conditions of the city they were conceptualised for. While this serves to promote the sustainability of these solutions, it poses a particular challenge for the international transferability, requiring heavy adaptation for other contexts.

The construction sector has a considerable impact on the environment in terms of both exploited natural resources and greenhouse gas emissions. Therefore, converting the production process from linear to circular is essential. In increasingly vulnerable human settlements, post-emergency recovery can become an opportunity to develop innovative circular design strategies. The research focuses on how to strengthen the resilience of risk-prone territories through pre-disaster strategic planning based on a systemic approach. Post-emergency management of 2009 and 2016–2017 earthquakes in the inner areas of Central Italy is assumed as a case study. In particular, the tender specifications that guided the recovery revealed a deep lack of preventive programmes on the post-use phase of the settlements, which remain suspended between temporary and permanent. Starting from the analysis, the paper proposes a matrix of alternative scenarios for the end-of-life of temporary structures. The matrix allows connecting the recovery phase with the objectives of social cohesion and territorial regeneration policies, adapting the response to the needs of the specific context. Assuming that the artefact’s technological requirements depend on the different perspectives of their life cycle, the scenarios are oriented towards different degrees of reversibility, addressing the complete disassembly, with the reuse and recycling of components, up to the reconversion of temporary assets as local facilities and as resources for green and digital transition. Integrating post-disaster into ordinary tools would trigger virtuous synergies to optimise public funding use. In this framework, post-disaster temporary housing can become a field of experimentation for disaster-resilient communities and circular economy.
