The COVID-19 pandemic has severely impacted international economics and trade, including cargo transportation. As a result, enhancing the resilience of transport and logistics in the post–COVID-19 era has become a general trend. Multimodal transport, with its advantages of speed, large volume and multiple modes, has increasingly gained attention from countries worldwide. However, multimodal transport logistics is a complex and systematic process. Its smooth flow depends not only on the transport itself, but also on the efficient supervision of customs and other government departments at ports. This study employs the theory and method of a super-network to establish a model of multimodal transport logistics, which includes TIR-based sea–road multimodal transport and customs supervision relationships. Structural and resilience-related characteristics of the super-network are analyzed, and performance parameters of the super-network are proposed. A simulation analysis is conducted, and based on the results, countermeasures to improve the resilience and promote risk management of multimodal transport logistics in the post–COVID-19 era are suggested. The findings of this study provide an exploration of more effective ways to ensure the smoothness of multimodal transport logistics and improve system resilience. The study concludes with theoretical and managerial implications.

The COVID-19 pandemic crisis has had a major impact on the supply, demand, and economic performance of rail transport. The largest impact was recorded in the second quarter of 2020, from April to June. Passenger transport was more affected than freight transport, with international transport falling by an average of 85% in the second quarter of 2020. The reduction in rail transport in the first months of the crisis was a direct consequence of the public authorities’ response to the COVID-19 crisis (restrictions on passenger mobility) as well as the impact of the global economic slowdown, which generally led to a reduction in transport demand. The paper is focused on the impact of measures in railway passenger transport and subsequently on the implementation of new anti-pandemic measures in the next period. The paper describes the method of the Covid machine, which was introduced for a simple, concise, and comprehensible setting of the system of measures. The system for evaluating anti-pandemic measures is designed to inform about the current level of risk in relation to the measure in place.

During the COVID-19 pandemic, the railway sector experienced a significant worldwide decrease in the number of passengers due to the reduced transportation capacity of trains introduced for limiting social contacts and passengers fears from the disease. The reduction in population mobility resulting from national anti-pandemic measures led to the fact that carriers in the Slovak Republic began to optimize and limit the rail transport performance. Several measures were also implemented to reduce the risk of the spread of the COVID-19 disease so that passengers feel safe while traveling by train. Globally, we are entering the third year of coronavirus, and the pandemic is expected to continue even this year. For this reason, forecasting passenger demand for rail transport is becoming increasingly important and it is necessary to take measures in public passenger transport that will consider the reduced mobility due to the COVID-19 pandemic. The paper deals with the proposal of a methodology for planning transport services on selected regional railway lines during the COVID-19 pandemic.
