Foreign direct investment (FDI) determinants and spatial spillovers across Mexico's states

Abstract: This paper studies the location pattern of Foreign Direct Investment (FDI) in Mexico for the period 1994-2004. An empirical model is specified based on recent FDI theories. This model is estimated using statelevel data and employing spatial econometric techniques. Results suggest that higher education levels and lower delinquency rates are important determinants to attract FDI. Results also suggest a relationship of complementarity between inbound FDI to the host state and inward FDI to its neighboring states.

“…First, the results add to prior studies by demonstrating the importance of some labor conditions. Existing studies on manufacturing FDI in Mexican states have not examined the influence of union affiliation (e.g., Escobar Gamboa, ; Jordaan, ). The findings of this study, however, indicate that firms were more likely to select states for greenfield and reinvestment where the CTM had a higher rate of unionization in the sector.…”

“…The qualitative studies of FDI in vehicle industry—while illuminating—have not generally focused on the subnational level, and nor have they offered a systematic analysis of the effects of labor and political conditions, security, and infrastructure on investment behavior (e.g., Covarrubias, ; Klier & Rubenstein, ; Mortimore, ; Pacheco‐López, ). Although quantitative studies have produced important findings regarding subnational FDI in Mexico (e.g., Escobar Gamboa, ; Jordaan, , ), this literature is highly aggregated and not specific to the finished vehicle sector. Similar to the case study literature, quantitative studies have not examined the potential influence of labor conditions on subnational FDI (Escobar Gamboa, ; Jordaan, ).…”

“…Hence, in this paper we focus on a period of legislative stagnation in terms of structural reforms. This is important to note, since most of the reforms in Mexico are also oriented to improve Mexico's FDI attractiveness (Escobar Gamboa, ).…”
