The sustainable development of the transportation industry has always been a major concern after China’s reform and opening up. Existing studies only examine the transportation efficiency of a single mode of transportation or a certain region without considering the overall efficiency of the national transportation industry. Furthermore, most studies do not consider the impact of transportation structure on transportation efficiency and economic development. Moreover, the correlations and interactions between transportation efficiency, transportation structure, and regional economic development have not been considered. Based on the research status, this study uses a panel vector autoregressive model to analyze the relationship between the three. The results show that the transportation efficiency value is the highest in the eastern region, followed by the central region, and it is the lowest in the western region. The equilibrium degree of transportation structure has a slight difference in the national transportation structure from 2011 to 2020, and the proportion of major transportation modes in each province is unchanged. The correlation of the three variables is as follows: (1) transportation efficiency and transportation structure have a mutually reinforcing effect in the short term; (2) regional economic development has a long-term contribution to transportation efficiency and structure improvement; and (3) the level of transportation efficiency plays a leading role in regional economic development. According to the empirical analysis results, this study puts forward relevant feasible suggestions for the decision makers who formulate the development policies of the transportation industry in order to optimize the structure, reduce resource waste, improve the service quality of various transportation modes, and promote the high-quality, sustainable development of the transportation industry and economy.

Rapid urbanization has resulted in various challenges, including a decline in environmental quality, traffic congestion, housing tensions, and employment difficulties. To address these issues, the United Nations introduced the “2030 Agenda for Sustainable Development”. One of the specific targets, 11.2.1, aims to tackle transportation problems. This study focuses on Guilin City, which is designated as an innovation demonstration zone for the national sustainable development agenda. The research conducted in this study examines the state of public transportation in six urban areas of Guilin City from 2015 to 2021, utilizing the United Nations Sustainable Development Goals (SDGs) indicator system, evaluation method, geospatial analysis, and entropy value method. The findings reveal that the coverage area of public transportation in the six urban areas of Guilin City expanded from 147.98 km2 in 2015 to 259.18 km2 in 2021. The percentage of the population with access to public transportation increased from 69.06% in 2015 to 71.63% in 2018 and further to 75.60% in 2021. While the accessibility of public transportation in the other four districts exceeds 90%, Lingui District and Yanshan District have lower accessibility, but it is gradually improving. The center of gravity for public transportation is also shifting towards the southwest, with Lingui District and Yanshan District experiencing gradual development. The evaluation score for sustainable development increased from 64.30 to 74.48, indicating a transition from a low sustainable development level to medium sustainable development level. Significant progress has been made in the indicators of the share of new energy buses, the rate of bus sharing, the coverage rate of bus stops, and the number of public transportation vehicles per 10,000 people. However, the indicators for the average distance between bus stops, the average speed of public transportation, and the density of public transportation routes are growing at a slower pace. The development of urban public transportation continues to improve, and the overall trend is positive. The sustainable development evaluation framework and positioning method proposed in this study serve as a reference for the sustainable development of Guilin City. Additionally, it provides insights for evaluating the sustainable development goals of public transportation in tourist cities like Guilin in China and worldwide.

In the modern economy, the actual purpose of business (profit) came into conflict with the social and environmental results of production activities. The internationally recognized concept of sustainable development provides a comprehensive solution to economic, social, environmental and other problems for present and future generations. Cities are the hubs of these problems. Urban passenger transport (UPT) plays an important role in the life support of cities. Mass motorization does not solve these problems, but exacerbates their negative manifestations. Sustainable development of the UPT is aimed at creating a favorable urban environment, achieving its transport accessibility, contributes to improving the quality of life of residents of cities that make up the bulk of the population. In the interests of sustainable development of the UPT, the Russian legislation currently establishes the use of transport planning. On the instructions of the Ministry of transport of Russia with the participation of the authors of the article developed methodological support of transport planning in the cities of the country. The methodology of transport planning is based on advanced foreign and domestic experience, a comprehensive approach to assessing the effectiveness of decisions. The theoretical basis of transport planning is the results of applied research in the field of transport, including the achievements of the scientific school of Scientific and Research Institute of Motor Transport (NIIAT). The practical use of the developments considered in the article provides a solution to the problems of urban development and transport in accordance with the existing documents of strategic planning, aimed at improving the quality of transport services to the population.
