Compliance among participants in the self-funded health insurance scheme to pay premiums is crucial to facilitate access to healthcare services. Lack of knowledge, motivation, and the ability to pay are factors contributing to payment arrears. The aim of this research is to identify the factors influencing the compliance of self-funded health insurance participants in paying premiums in West Lombok Regency in 2022. This study is a quantitative research using a cross-sectional design. The population in this study consisted of 50,630 individuals. The research sample included 397 people selected using the Multistage cluster random sampling technique. Data analysis involved univariate and bivariate analysis, with chi-square and logistic regression tests. The research results indicate a correlation between the level of knowledge (0.03), motivation (0.000), and the ability to pay (0.000) with the compliance of self-funded health insurance participants in paying premiums. Meanwhile, the most dominant influencing factor is motivation (p=0.000; OR=32.410). Social Security Administering Agency - Health (BPJS - Kesehatan) is expected to enhance information and socialization efforts among participants regarding the national health insurance program so that the public is motivated to be more compliant in premium payments, and to provide flexible payment options for participants with irregular incomes in the form of installment payments.

Losses experienced by BPJS Health due to payment of contributions that have been stopped for participants who have used maternity services of more than 200 billion in a span of 2 years. It was recorded that 64.7% of mothers who were about to give birth registered as participants a month before giving birth and then quit (43%) or did not comply with the payment after delivery. The largest percentage comes from independent participants or non-wage recipients (PBPU). In Jambi Province, non-compliance in paying BPJS Health contributions is the highest in Jambi City. There were 77,489 participants in arrears in 2021 which resulted in a loss of 60.1 billion. Non-compliance in paying dues comes from multiple factors. The purpose of this study is to analyze the factors causing the non-compliance of independent participants in paying BPJS Health contributions after utilizing childbirth services in Jambi City. A quantitative study approach with a cross-sectional design conducted in Jambi City in 2022. There were 96 respondents who were selected based on the accidental sampling technique. The study instrument was a questionnaire. Quantitative data processing through the stages of editing, coding, entry and cleaning with SPSS. Data analysis consisted of univariate analysis and bivariate analysis using chi-square test. The results of the study found that as many as 33.3% of independent participants did not comply in paying BPJS Health contributions after using childbirth services. There is a significant relationship between the number of family members (p = 0.001), knowledge (0.000), perception of illness (p = 0.001), clinical assessment (p = 0.000), and willingness to pay (WTP) with the non-compliance of independent participants in paying BPJS Health contributions. after the use of maternity services. It is recommended for BPJS Health to consider the application of the waiting period method for participants who will take advantage of maternity services. As well as increasing promotive activities for the Jambi City Government in educating and increasing public awareness about the importance of health insurance in protecting household financing.

Program Pengelolaan Penyakit Kronis (Prolanis) adalah upaya pemerintah dalam mengelola penyakit kronis yang banyak diderita masyarakat Indonesia. Pemerintah membuat target indikator kegiatan Prolanis ke dalam indikator pembayaran kapitasi di Fasilitas Kesehatan Tingkat Pertama (FKTP). Akan tetapi, beberapa penelitian yang telah dilakukan di beberapa FKTP di Indonesia menunjukkan bahwa pemanfaatan Prolanis oleh peserta, baik di Puskesmas maupun klinik, masih di bawah target indikator yang telah ditetapkan. Penelitian ini menggunakan metode scoping review. Kegiatan yang dilakukan adalah dengan merangkum hasil penelitian melalui ekstraksi informasi dari studi literatur terkait faktor yang berhubungan dengan pemanfaatan Prolanis. Studi literatur berupa artikel ilmiah diperoleh dari beberapa basis data, yaitu Google Scholar, Pubmed, dan ScienceDirect. Kerangka kerja PRISMA-ScR digunakan untuk memilih artikel ilmiah yang akan dianalisis. Terpilih 17 artikel yang dilakukan analisis lebih lanjut. Faktor predisposisi yang ditemukan adanya hubungan dengan pemanfaatan Prolanis adalah pendidikan, pekerjaan, dan health beliefs. faktor pemungkin meliputi penghasilan, dukungan keluarga, dukungan petugas kesehatan, akses informasi, serta jarak dan transportasi. Faktor kebutuhan meliputi lama menderita penyakit dan persepsi keseriusan penyakit. Beberapa faktor yang masuk dalam teori behavioral model and access to medical care memiliki hubungan dengan pemanfaatan Prolanis. Faktor yang tidak ditemukan adanya hubungan dengan pemanfaatan Prolanis, yaitu faktor jenis kelamin dan usia.
