Through citizenship education, countries try to provide individuals with the desired knowledge, skills and values. Although curriculums are prepared for this purpose, deficiencies may occur in practice because of various reasons. Non-governmental organizations (NGOs) interested in education can also contribute to completing these deficiencies. The European Union also supports the work of NGOs in this direction. It’s understood that citizenship participation in Hungary, a member of the European Union, is less than other member countries. In this context, this research aimes to reveal the views of NGOs -interested in citizenship education in Hungary- regarding citizenship education and political literacy. In this study, an example of a case study from qualitative research designs, the opinions of members of NGOs working on citizenship education were taken within the scope of a purposeful sample. The data were analyzed by content analysis. As a result of the research, it’s seen that members of various NGOs organize educational and awareness-raising activities for students and teachers. According to them, citizenship education isn’t carried out at an adequate level in Hungary. So, it’s thought that political literacy, one of the basic elements of citizenship education, should be included in the program. But, it has also been concluded that political literacy is handled more with the knowledge dimension. Key Words: Citizenship education, Hungarian non-governmental organizations, political literacy

Sosyal Bilgiler eğitimi alan yazınında okuryazarlık ile ilgili çalışmaların gerçekleştirilmesi Sosyal Bilgiler dersi ile okuryazarlık becerileri arasındaki ilişkinin sağlanması bakımından önemlidir. Lisansüstü eğitim tezleri alan yazına önemli katkılar sağlamaktadır. Bu araştırmada Sosyal Bilgiler eğitiminde okuryazarlık ile ilgili nasıl bir eğilim olduğunu belirlemeye yönelik okuryazarlık ile ilgili gerçekleştirilen lisansüstü tezler incelenmiştir. Araştırmanın temel amacı Türkiye’de Sosyal Bilgiler eğitimi lisansüstü eğitim alanında gerçekleştirilen okuryazarlık ile ilgili tezlerin çeşitli değişkenler bakımından incelenmesidir. Nitel araştırma yönteminin benimsendiği araştırmada doküman incelemesi kullanılmıştır. Bu kapsamda Sosyal Bilgiler eğitiminde okuryazarlık ile ilgili gerçekleştirilen 47 lisansüstü tez dokümanı incelenmiştir. Elde edilen veriler betimsel analiz yaklaşımıyla çözümlenmiştir. Araştırma soncunda Sosyal Bilgiler eğitiminde en fazla medya okuryazarlığı ile ilgili tez yazıldığı, tezlerde Sosyal Bilgiler Öğretim Programında yer alan okuryazarlık becerilerine aynı derecede önem verilmediği, tezlerin daha çok araştırmanın katılımcılarının okuryazarlık düzeylerini belirlemeye ve okuryazarlık ile ilgili algı, görüş ve tutumlarını ortaya çıkarmaya yönelik olduğu bulguları elde edilmiştir. Ayrıca yapılan incelemede tezlerde en fazla kullanılan veri toplama araçlarının ölçek ve görüşme olduğu, veri toplama araçlarının çoğunda geçerlik güvenirlik çalışmalarının yapılmadığı, tezlerin çoğunda örneklem belirleme yöntemlerine yer verilmediği sonuçlarına ulaşılmıştır. Araştırma sonuçlarına dayalı olarak tezlerde farklı okuryazarlık türleri ile Sosyal Bilgiler dersi arasındaki ilişkinin ortaya koyulması ve okuryazarlık eğitimi uygulamalarını geliştirmek için eylem araştırmalarının yapılması önerilmektedir.

In the rapidly developing and advancing world, citizens are expected to be involved in politics and help to their administrators/politicians. Although the concept of political literacy has an old history, it has become popular today. It has been included as a skill in 2018 and 2023 social studies curriculums in Türkiye. Considering the relevant national literature and the results of the needs analysis conducted within the scope of this research, it is seen that social studies teachers and teacher candidates don’t know political literacy and don’t have political literacy knowledge, skills and values as necessary. They, expected to raise politically literate individuals, have to be politically literate citizens/teachers in order to be successful. In this research, produced from a doctoral thesis, it was aimed to improve the political literacy of social studies teacher candidates. So, a political literacy education program was prepared within the scope of action research, one of the qualitative research designs, and political literacy education was given to improve the political literacy of teacher candidates. After the training, lasting about three and a half months, the effectiveness of the program in developing political literacy and the views of teacher candidates on it were tried to be revealed.
