Within the framework of using digital technologies, this article substantiates mechanisms for examining scientific and technical potential of universities with introduction of methods of the active system management. Rigorous mathematical proofs are provided of the equilibrium state existence in expert examination procedures reflecting the experts’ subjectivity. In particular, experts’ interest in the examination results, as well as in their own personal ratings are demonstrated. It is concluded that digitalization of scientific and educational activities in modern universities possesses an important consequence in the form of elaborating programs for optimal management of their intellectual activity results. In addition, considered mechanisms of expert examination procedures make it possible with a high degree of correctness to evaluate complex projects connected to digitalization of scientific and technical products and optimization of resource management in executing programs at the universities.

As a type of energy network, the scale of the power network is constantly expanding, and its structure has become more and more complicated. Correspondingly, the risks to the energy network are even less likely to be discovered, which will undoubtedly cause great troubles for the safe operation of the network. The traditional manual inspection method can no longer meet the requirements of huge and complex energy networks. Therefore, this paper proposes the algorithm, a research on the automatic identification of reliability of information architecture based on the topology of the energy Internet network. Abstract the server, storage, and other devices in the Energy Internet as network nodes, divide them according to service modules, and use Bayes estimation to evaluate and judge the impact of these nodes on the system function, so as to find the nodes with hidden risks. The results show that, compared with the traditional manual inspection method, the method proposed in this paper can efficiently and accurately find the nodes with risks and can help optimize the topology of the energy Internet network.

The delay bound in system on chips (SoC) represents the worst-case traverse time of on-chip communication. In network on chip (NoC)-based SoC, optimizing the delay bound is challenging due to two aspects: (1) the delay bound is hard to obtain by traditional methods such as simulation; (2) the delay bound changes with the different application mappings. In this paper, we propose a delay bound optimization method using discrete firefly optimization algorithms (DBFA). First, we present a formal analytical delay bound model based on network calculus for both unipath and multipath routing in NoCs. We then set every flow in the application as the target flow and calculate the delay bound using the proposed model. Finally, we adopt firefly algorithm (FA) as the optimization method for minimizing the delay bound. We used industry patterns (video object plane decoder (VOPD), multiwindow display (MWD), etc.) to verify the effectiveness of delay bound optimization method. Experiments show that the proposed method is both effective and reliable, with a maximum optimization of 42.86%.
