This paper presents the implementation and evolution of e-governance in Greece as well as offering insights, policies and suggestions for the design of e-government benchmarks. The research objectives of this article are to identify the appraisal of Greece in e-government over time and in relation to other countries as well as the role of internal audit and transparency related to digital public services. The method adopted is through an extensive bibliographic review of the Greek, European and international literature of the thematic field of e-government as well as the presentation of several frameworks to structure the discussion of e-government benchmark design based on a benchmarking with key indicators of published surveys from internationally reputable organizations. The findings of this paper are that Greece proceeded at a very slow pace in its digital transformation, shows shortcomings in e-government policies, records delays in adapting the services requested by citizens, and no matter the lack of investment in technological infrastructure, the effectiveness of e-governance presupposes proactiveness. Nevertheless, another key conclusion of the research is that Greece is far from the average performance of e-government in the European Union due to its chronic economic problems, the lack of technological equipment and the lack of overall orientation in e-government. Furthermore, this paper can be a measure of comparison for other countries that have similar characteristics to Greece in order to improve e-governance.

PurposeIn the modern era, libraries confront significant service challenges. Some challenges are linked to information resource management which includes direct availability of information for immediate decision making. The Internet of Things (IoT) is a recent technological shift that library personnel should be aware of because it has the potential to enhance information resource management. The purpose of the research is to highlight the willingness to adopt IoT technology in libraries.Design/methodology/approachThis study uses a quantitative research design in which a survey of public sector universities in Nanjing, China, is conducted to investigate the determinants of IoT adoption intention in libraries. A total of 389 responses were captured from experienced library personnel. The literature on technology adoption is then used to formulate quantitative theories. For data analysis, partial least squares structural equation modeling using SmartPLS.FindingsThe research highlights the various success factors which support the IoT service adoption process. It is concluded that IoT augmented services in academic libraries must be supported through robust management practices and effective utilization of technological resources. Many libraries have made substantial modifications to their structure in terms of technology and design to satisfy the demands of patrons.Originality/valueThis is an empirical paper that looks at IoT adoption intention in libraries using a quantitative approach through surveying library personnel. The library personnel can aid in the understanding of the motivations behind technology adoption in libraries, particularly of IoT services that may bring about advances in the libraries' capability to provide information access services.

Os gestores públicos buscam nas estratégias e serviços públicos da cidade ampliar a qualidade de vida dos cidadãos, valendo-se de políticas públicas efetivas. O objetivo é analisar as estratégias da cidade e os serviços públicos digitais e suas relações com os subprojetos de cidade digital estratégica. A metodologia da pesquisa enfatizou o estudo de casos múltiplos nas cidades de Toledo-Brasil e Oldenburg-Alemanha, valendo-se de um protocolo com 5 variáveis. Os resultados auferidos evidenciaram 308 estratégias municipais em Toledo: social (34,41%); desenvolvimento humano (25%); rural, urbano e meio ambiente (21%); econômico e gestão (8,44%); institucional (10,71%); e estratégias de participação comunitária (46,14%) relacionadas, principalmente, com as temáticas: social e educação. Dos 47 serviços públicos digitais disponíveis, 25,53% possibilitam interação digital com o usuário e 74,47% remetem a serviços de informação (sem interação digital). Em Oldenburg foram identificadas 34 estratégias municipais: social (20,58%), saúde (14,70%), meio ambiente (11,76%) e ciência e tecnologia (11,76%), relacionadas com as temáticas: infraestrutura urbana e transporte (31,25%), e gestão pública (18,75%). Dos 76 serviços públicos digitais disponíveis, somente 21,05% permitem interação digital com o usuário e 78,95% se referem a serviços de informação (sem interação digital). A conclusão reitera que a articulação entre as estratégias da cidade e os serviços públicos digitais caracteriza a existência de um projeto informal de cidade digital estratégica, facilitando a gestão da cidade por meio da administração pública, políticas públicas e ampliando a qualidade de vida dos cidadãos, bem como a interação entre gestores e cidadãos.
