This chapter concerns human rights, and its international legal setting in relation to migration and older age, and its implications for experiences of civic exclusion. There is a lack of scientific literature exploring the labour status of migrants, the relationship between labour experiences and civic and socio-cultural exclusionary processes, and the implications for socio-economic exclusion outcomes. The principles of equality and non-discrimination enshrined in several international human rights legal instruments will be presented within an international mobility perspective to assess whether the protection mechanisms of human and labour rights are in line with the migratory phenomenon brought by globalization. In this context, the chapter’s focus will be on the rights to work and social security as two main human rights provisions to circumvent mechanisms of civic exclusion, and secure better socio-economic outcomes for older migrants. A case derived from a research project concerning migrants and pensions in a Swedish municipality will provide an illustrative example of some of the principal dilemmas illuminated in the intersection of generalized rights and practical outcomes.

Causal explanations for age bias may draw from varied theoretical accounts. These include neoliberal accounts based in economics, political economy perspectives emphasizing industrial change and flexible labor markets, and post-modern arguments tied to the breakdown of cultural values and social groups (Wood et al., 2008). From a public policy perspective, however, among the most influential explanations for older age bias are accounts derived from the research of industrial and organizational psychologists. Described variously as the problem of ageism, prejudice, stereotyping, or implicit bias, unfounded assumptions about older workers and their corresponding ill effects are justifications articulated by policymakers and courts for the prohibition of age discrimination in employment (Bisom-Rapp and Sargeant, 2013). Despite the ubiquity of a psychologically based rationale for legal regulation, deficiencies in the construction and application of legal doctrine, and the recent experience of older workers during the global economic crisis (Bisom-Rapp et al., 2011; Neumark and Button, 2013) raise important questions about the sufficiency of employment discrimination law as protective armor for an aging workforce. Drawing on the authors' previous work, this chapter addresses these matters as follows. First, the chapter lays out a relatively simple account of older age bias derived from the psychological literature and highlights its strong tie to age discrimination law. The chapter proceeds to reveal that bias against older workers is a complex phenomenon that may play out in a manner difficult to discern for the purpose of legal claiming. The chapter then describes the way in which the law in our respective countries (the United Kingdom (U.K.) and the United States (U.S.)) provides incomplete protection to older workers from those complex effects. The first use of the term is attributed to Dr. Robert Butler, who in 1969 wrote about the strongly negative reaction of white affluent middleclass residents to a proposal for a public housing project for the elderly poor in Chevy Chase, a neighborhood in northwest Washington, DC. Butler described ageism as "prejudice by one age group against other age groups" (Butler, 1969). A more comprehensive and contemporary definition is contained in a 2009 United Nations (U.N.) report on aging, which describes ageism as encompassing systemic, negative stereotyping and discrimination or denial of opportunities on the basis of age. ResumoA preocupação com a inclusão digital esteve presente desde o início das políticas de governo eletrônico. Passadas mais de duas décadas, políticas e programas permitiram a inserção de cerca da metade dos brasileiros. Mas, assim como antigos problemas permaneceram, novos desafios surgiram. A inclusão digital vai além de fornecer o acesso à Internet e o avanço da digitalização, sem pensar no seu impacto no dia-a-dia das pessoas, pode ampliar fatores de exclusão, ao invés de diminuí-los. O presente artigo visa explorar as possibilidades de atuação do design como ferramenta de política pública, contribuindo para a inclusão das pessoas no meio digital.Palavras Chave: Design, Inclusão digital; Letramento; políticas públicas. AbstractConcern with digital inclusion was a factor since the inception of the electronic government policies. Over two decades policies and programs allowed the access of roughly half of the Brazilian population and, as much as old issues remained, new challenges arose. Steadily researchers discovered that digital inclusion goes beyond providing Internet access and that the digital medium can exacerbate exclusion factors, instead of lessening them.This article aims to explore the possibilities of design as a tool of public policy, contributing to the digital inclusion.O Brasil possui hoje cerca de 61% de brasileiros com acesso a Internet, com cerca de 54% de domicílios conectados. Mas o acesso não se dá de forma uniforme em todas as camadas sociais da população. O acesso é uma realidade entre as classes A e B com quase 100% de domicílios conectados. Mas nas classes mais baixas, mais da metade das pessoas não está conectada, o que representa quase a metade do total de domicílios brasileiros (CGI, 2017).A inclusão digital é conceituada como o acesso de comunidades em situação de desvantagem -social, econômica, geográfica, física, educacional -aos artefatos tecnológicos (dispositivos digitais e meios de conexão) e aos bens simbólicos (apps, softwares, sites, redes sociais) relacionados às TIC.
