The aim of the study is the formalization of the balance method with respect to the determination of the ecological and economic efficiency of the use of land resources. During the research, the following methods were used: statistical-economic, monographic, balance, computational and constructive. In the sphere of environmental protection, there is usually uncertainty about benefits and uncertainty about costs. Therefore, at the moment, further formalization of the assessment of the processes taking place in the system of interaction between man and land in the process of agricultural production is required. When analyzing the effectiveness of the use of agricultural land, it is important to determine not only economic, but also environmental and economic components. The ecological component of land use can be measured on the strength of the amount of prevented environmental damage applied to soil fertility, and the magnitude of the ecological effect that is created when carrying out measures to reproduce soil fertility. As the studies show, cultivating agricultural crops causes a negative balance of nutrients in the soil, and the calculation of environmental and economic efficiency indicates the need not only for joint application of organic and mineral fertilizers in optimal parameters, but also for finding alternative ways of ensuring reproduction of soil fertility.

Subsequently, this paper establishes a platform for converting scientific and technological breakthroughs while examining the subsystems of information management, retrieval, and recommendations about these breakthroughs. This platform also includes aspects such as transactions and the delivery of achievements. Additionally, an analysis is conducted on the application effects of the scientific and technological achievement (STA) transformation platform, considering the transformation results and the operational evaluation of these scientific and technological innovations.

The severity of the problem of food supply for the population and the complexity of its solution at the present stage of the development of the society sets the task for agriculture to increase the productivity of production. One of the central places belongs to the rational distribution of agriculture; it indicates the need to identify factors that have a decisive influence on the productivity of production in the external environment. The purpose of the research was to identify the strength of the influence of individual climatic and socio-economic factors on the effectiveness of activities of agriculture in the regions of the Central Federal District of Russia. When carrying out the research, the methods of logical and comparative analysis were used as general scientific methods using a review of information and statistical data. The quantitative assessment of the factors that determine the effectiveness of placement was carried out by the method of multivariate correlation -regression analysis. The constructed models of the formation of performance made it possible to identify the strength of the influence of individual factors. Among the natural and climatic factors, the soil bonitet score and temperature regime have the greatest influence on the production volume. Among the socio-economic factors, the availability of skilled labour and the density of roads and railways have the greatest influence on the production volume.
