The need for diversification as an effective tool for the rural area development is reasoned and it is substantiated that the transition from the sector-specific structure of the rural economy to the multi-sectoral economy involves the development of new activities, more rational use of the available resources of rural areas, making them more sustainable and competitive. A critical interpretation of the theoretical approaches to substantiating a promising model of rural development was carried out and their options were analyzed. It is proved that rural territories are a complex socio-economic system, and the process of their diversification is conditioned by the object-subject relationship. Based on the implementation of the functional-structural-target approach, the model of diversified rural economy has been developed, taking into account the degree to which some of other sector prevails in its structure, as well as their various combinations. The promising areas of rural economy restructuring based on the expert assessment have been identified. Structurally, the model links the main areas and activities: agricultural (traditional and lost); nonagricultural (industry and construction, forestry, arts and crafts); service sector (education, healthcare, recreation, consumer services). The proposed model of diversified rural development allows an objective assessment of the potential and level of diversification of the rural economy, and the use of assessment results will facilitate the adoption of informed management decisions and the formation of rural policies at the regional and local levels.

What makes a smart village smart? A review of the literature

Purpose Smart villages (SVs) have lately attracted considerable attention, but what does the term mean? This literature review aims to explore its ambiguous nature and to identify main theoretical and practical aspects to be further explored in the conceptualisation and implementation of these initiatives. Design/methodology/approach The analysis draws upon a review of 79 references from the grey and academic literature on SVs, identified through a systematic search of academic databases and snowball sampling. Findings This review highlights how the definition and characterisation of SVs is currently shaped by disciplinary backgrounds and geographical contexts. SVs are often viewed as the rural version of smart cities or an innovative model for rural development, but there has been little engagement in the literature with other debates around rurality and sustainable development. It is only through engaging with these other debates that a better understanding of the term will emerge. Originality/value To the best of the authors’ knowledge, this is the first paper to conduct a systematic review on SVs. In addition to identifying the main trends in the conceptualisations and design of these initiatives, this paper contributes to the academic debate on smart rural development and provides useful recommendations to both policy makers and practitioners.

Desa pintar saat ini menjadi salah satu alternatif pembangunan desa yang berpotensi mengatasi permasalahan desa. Sebagian besar makalah penelitian tentang desa pintar membahas implementasi TIK di desa sedangkan fungsi utamanya hanya sebagai enabler. Oleh karena itu, penelitian ini bertujuan untuk mengisi gap tersebut dengan mengajukan model konseptual smart village. Model konseptual dibangun hasil dari tinjauan pustaka pada jurnal yang berkualitas. Jurnal yang dipilih yaitu Google Scholar, Emerald Insight, Elsevier dan IEEE explore dengan kata kunci “smart village”,”smart rural” dan “sustainable village”. Berdasarkan hasil pencarian pada jurnal ditemukan 1703 artikel penelitian terkait smart village. Kemudian dari 1703 artikel yang terpilih, 146 artikel diterima berdasarkan hasil membaca judul dan abstrak. Kemudian 146 artikel dianalisis dengan seksama dan menemukan 43 artikel yang berkaitan dengan topik pada penelitian ini ditinjau dari tujuan, Dimensi dan juga indikatornya. Hasil temuan terdapat 8 bidang utama dalam membangun smart village meliputi: Tata kelola pemerintah, Ekonomi desa, Lingkungan desa, Sumber daya energi, Sumber daya manusia, TIK, Petani desa dan Pariwisata. Penemuan ini memperkaya eksplorasi teoritis smart village.
