Residents’ low behavioral willingness to dispose of waste in Centralized Collection Points (CCPs) seriously hinders the operational efficiency in waste collection of CCPs regarded as NIMBY (‘not in my backyard’) facilities. However, fewer researchers notice NIMBY facilities with low hazards. It has been ignored that the NIMBYism may influence behavioral willingness during the operation period persistently. Meanwhile, there is no consistent conclusions on internal factors of waste behavioral willingness, which deserves further study. Therefore, this study took CCPs as a research object and aimed to investigate how NIMBYism influences residents’ behavioral willingness to dispose of waste in CCPs. The extended theory of planned behavior and structural equation modeling approach involving 550 respondents were adopted to conduct the analysis. The results revealed that attitude (β = 0.295, p < 0.001), government trust (β = 0.479, p < 0.001), and perceived behavioral control (β = 0.222, p < 0.001) have statistical positive impacts on behavioral willingness to dispose of waste in CCPs. Perceived risk (β = ‒0.047, p = 0.022 < 0.05) can influence behavioral willingness negatively. Additionally, government trust (β = 0.726, p < 0.001) exerts a positive impact on attitude. Furthermore, relevant strategies were proposed to enhance residents’ behavioral willingness to dispose of waste in CCPs. This study is expected to inspire the government to formulate policies from the aspects of standards and regulations, resident participation, construction, and publicity. It will provide the government instructive suggestions for the smooth operation of CCPs, and ultimately building a healthy and environment friendly society.

The public–private partnership (PPP) based model for the execution of infrastructure projects originated from Anglo-Saxon countries and was initially used in 1977 by the United Kingdom (U.K). Since then, its popularity has increased worldwide. Earlier studies by researchers and many other professional sectors and departments have introduced PPP contracts into different execution modes like Build, Operate, and Transfer (BOT); Build, Own, Operate, and Transfer (BOOT); and Build, Lease, and Transfer (BLT), etc. All definitions of PPP contracts are different but have a few common characteristics and risks. Previously, numerous pieces of literature were available on these common risks for various execution modes of PPP contracts. However, each PPP mode still has unique risks that must be identified to understand and successfully implement the PPP projects properly. This paper fills the gap mentioned above and aims to identify various commonly used PPP execution modes in infrastructure projects and their corresponding risks after placing the different PPP execution modes into four (04) different categories. Identified risks for the corresponding PPP categories were also divided into seven (07) stages of the PPP life cycle. Semi-structured interviews were conducted to gather information from thirty-four (34) PPP experts worldwide. Accordingly, interviews are transcribed and processed for thematic analysis in academic NVIVO software. These identified risks are further placed in the respective PPP category for the convenience and better understanding of the study’s outcome to the users and for the subsequent prioritization and allocation of these identified risks accordingly to the PPP parties during the finalization of the PPP execution mode.

Market concentration and contracting out a public service – case study of the waste collection and disposal service in the municipalities in Central Slovakia

Market concentration of a public service is one of the factors influencing the risks associated with contracting out, as described by the principal-agent theory. A monopoly of the service producer (the agent) creates a space for enforcing the producers own interests but not those of a service provider (the principal), whose interest is to provide the public service effectively. Market concentration therefore affects the effectiveness of contracting out said service. The aim of the study is the identification of market concentration of the waste collection and disposal service as a factor affecting the cost effectiveness of contracting out and the contract management quality in the environment of Slovak municipalities. Market concentration is analyzed through a market concentration index, in this case the Herfindahl-Hirschman index. Findings of this study confirm the existence of a high market concentration of the service in the monitored municipalities.
