Purpose:The subject of consideration of this article are dilemmas around the price and value of agricultural land Design/Methodology/Approach: The problem of determining the value and price of land raises numerous controversies. Considering the fact that value is an abstract notion, it is not a tangible and concrete thing, it is not in the essence of a commodity, good or service but is created in the minds of market participants, it is always subjective. Determination of the level of land value by an expert appointed for this purpose does not eliminate subjectivity, because objective assessment is not possible, therefore valuation is always an opinion about value. Findings: There is a view in economic theory that value should not be equated with price, nor price with value. On this occasion the question sometimes arises whether value equals price or vice versa. Taking into account that an attempt to answer the above question must be connected with interdisciplinarity of the issue and a certain risk connected with it, undoubtedly a lot of other, differently understood questions remain open, such as those concerning attributes which shape the price and value of agricultural land. Practical Implications: Price is the external expression of value, usually refers to the selling price or transaction price, is an accomplished fact and has to do with exchange. It represents the amount that a particular buyer agrees to pay and a particular seller agrees to accept under the terms of a particular transaction. When studying objects of the agricultural land market, it is necessary to assume a set of basic features which, when describing real estate, influence its value as well as its price. Originality/Value: Not only in economic theory, but also in real estate market practice, it is confirmed that price and value are different categories. In the real estate market, the objects are real estate and the services for using it. Each object has its value, which is adjusted during the market transaction. It then becomes the price obtained for the item.

The concept of creating public goods by land factor is often considered in literature, but its theoretical foundations are quite debatable. The theories of land rent in mainstream economics stand at the position that land factor alone does not create any utility, which means that it does not have any "intrinsic utility". Only by changing this assumption, it is possible to reconsider a theoretical model for provision of public goods by agriculture. The authors wonder which model of value can be applied to valuate agricultural land so as to make it reflect its intrinsic utility. They propose to adopt the neoclassical Gordon's model of perpetual rent. The theoretical aim of the article is to interpret the relationships described in this model for the market of agricultural land. The empirical goal is to assess the long-term growth rate of land rent from the Gordon's model in the 16 regions (voivodeships) of Poland and in the cross-section of different acreages. Paradoxically, it turns out that the neoclassical model is well-fitted to the market of agricultural land in the long term, despite the far-reaching institutional regulation of this market and it provides a basis for quantification of the intrinsic land utility.

Neo-colonialism in the Polish rural world: CAP approach and the phenomenon of suitcase farmers

Notwithstanding the opportunities it provides, the implementation of some measures of the EU Common Agricultural Policy (EU CAP), including agri-environment-climate measures (AECMs), also generates threats. The study identifies an extremely disturbing process that can be referred to as “internal neo-colonialism”, which has been driven by the technocratic agrarian policy of the EU and transformations in Poland at the turn of the twenty-first century. The associated disadvantageous practices mainly affect areas under threat of marginalisation and peripheralisation, including Poland with its post-Socialist heritage, which has shaped the attitudes and behaviour of society and has consolidated linkages between politics and business. In order to retrace such activities, the study analyses EU funds granted in support of farmers implementing AECMs, with a focus on analysing the place of residence of the “farmer” and the location of the farm. As the research shows, the attractiveness of CAP support causes Polish agriculture and Poland’s countryside, including its natural and financial resources, to be drained by so-called “suitcase farmers”, i.e. people/entities not tied to the place where the agricultural activity is pursued, many of whom live in cities. One common practice is to take over land located in legally protected areas noted for their high quality of natural environment. Not only does the practice of land grabbing strengthen the social exclusion of rural communities and the peripheralisation and pauperisation of these areas, but it also hinders discussion about environmental justice and the ecological integrity of rural areas.
