The outbreak of novel coronavirus disease 2019 (COVID-19) has brought great challenges to the improvement of global smart city services. To date, few studies have been conducted on the effects of service quality on citizen engagement in smart cities in a public emergency. Based on the stimulus-organism-response (SOR) model and uncertain management theory, this study analyses the impact of the service quality of smart city system on citizen engagement in a public emergency. Data were collected in Chinese smart cities. Three valuable and novel results are identified. First, high-quality information content, highly reliable systems and highly responsive systems have a significant positive effect on citizens' continuous experiences, but not on citizens' immediate experiences. Second, both the immediate and continuous experiences of citizens have a significant positive effect on citizen engagement. Third, continuous experiences impose a full mediation effect between information content and citizen engagement, between reliability and citizen engagement and between responsiveness and citizen engagement. As its main contribution, this study focuses on the construction of a theoretical model. Based on this model, smart city managers can understand citizens' reactions in public emergencies from stimulation to experience and their behaviours in relation to smart city services.

Abstract: The increased awareness of the impact of carbon dioxide (CO2) emissions and consumption of fossil fuels on the environment has led to world-wide research focused on sustainable transportation solutions. University campuses are one of the affected environments involved in this issue as a high dependency on private vehicles causes’ traffic congestion in the campus area particularly during peak hours leading to concerns about parking especially for the established universities. Therefore, alternative transport solutions should be considered in minimizing the environmental consequences specifically within the campus area. This study aims to examine the extent of sustainable transportation practices implemented by a university campus in a developing country, Malaysia and Indonesia. A survey methodology was applied using self-administered questionnaires as the main technique of data collection. Both, UiTM Puncak Alam, Selangor, Malaysia and Universitas Negeri Semarang, Indonesia are selected as the sample study and the target observations are focused on the transportation pathway which includes transportation modes, passengers, terminal and parking space. The study is expected to enrich the existing sustainable model of Stakeholder Theory to deliver a more robust competency model to provide solutions in creating sustainable transportation in university campuses. Subsequently, the outcome would support Sustainable Development Goals (SDGs 2030), Mid-term Review of the Eleventh Malaysia Plan [2016 – 2020], Indonesia’s long-term development plan to phase IV period 2020-2025 through better adoption of low- carbon supply chain practices in order to reduce GHG emission. Resumo Este estudo tem como objetivo desenvolver um Índice de Qualidade da Via Ciclável Percebida pelo Usuário (IQVCPU) e com isso avaliar os fatores que influenciam na qualidade do deslocamento das vias cicláveis implantadas em Brasília DF, Brasil, utilizando a Modelagem por Equações Estruturais (Structural Equation Model - SEM). Por meio de uma Revisão Sistemática da Literatura, foram identificados os fatores utilizados para mensurar a qualidade do deslocamento, nos métodos já existentes, considerando a infraestrutura cicloviária. Com os fatores mais relevantes, foram definidas e analisadas as variáveis latentes (construtos) relacionadas por indicadores que configuraram o IQVCPU. A coleta dos dados foi realizada por meio de inquérito com aplicação on-line para usuários de bicicleta de Brasília DF. A Modelagem com SEM determinou que o Índice, na visão do usuário, explica o seu uso em até 36,48% e que são sete os fatores que influenciam a qualidade do deslocamento das vias cicláveis. Concluiu-se que o conhecimento desses fatores e do IQVCPU pode promover o uso seguro da bicicleta como modo de transporte em áreas urbanas e subsidiar as políticas públicas da ciclomobilidade.
