Purpose: This article aims to assist the government in developing better, more efficient, and sustainable public governance by utilizing information technology and artificial intelligence. The article provides insights on how information technology and artificial intelligence can be applied in public governance to improve the efficiency, effectiveness, and sustainability of public services, as well as to enhance public trust in the government.Design/Method/Approach: The method used in this article is a Systematic Literature Review (SLR), which is a systematic and methodological research method for collecting, evaluating, and synthesizing evidence from previous studies in the field under investigation, through search terms and searching for information in online databases and creating inclusion and exclusion criteria.Results: This article is expected to achieve more efficient, effective, and sustainable public governance and improve the quality of public services and public trust. The article also shows that information technology and artificial intelligence have become an integral part of public governance in various countries, with many countries taking a holistic and sustainable approach.Originality/State of the art: The state-of-the-art of this article is that information technology and artificial intelligence can be effectively used to improve public governance to achieve better, more efficient, and sustainable goals. The article also emphasizes the importance of considering data privacy, cyber security, and unwanted environmental impacts, as well as considering ethical and human rights aspects in the development of artificial intelligence. This will help the government to develop and implement information technology and artificial intelligence in public governance in a responsible and sustainable manner.

Governance theory in political science and international relations has to adapt to the onset of an increasingly digital society. However, until now, technological advancements and the increasing convergence of technologies outpace regulatory efforts and frustrate any efforts to apply ethical and legal frameworks to these domains. This is due to the convergence of multiple, sometimes incompatible governance frameworks that accompany the integration of technologies on different platforms. This theoretical claim will be illustrated by examples such as the integration of technologies on the “human platform” as it is referred to in the case of enhanced soldiers. Hence, successful governance might require new approaches borrowed from a distant relative, namely cybernetics. Insights gained from cybernetics for governance theories might be able to give guidance for a more efficient and adaptive governance approach that is able to deal with increasing complexity caused by technology and governance convergence. While cybernetics itself might be considered a governance approach, it has had surprisingly little reception in the wider field of governance within the area of social and political sciences. This article will develop cybernetic governance as a set of expandable governance principles that are applicable to an increasingly complex digital and smart society. It thereby tries to further galvanise what could be termed cybernetic governance theory as a subject of worthwhile insights from the combination of otherwise largely the disjoined fields of cybernetics and governance.

The pandemic has challenged local government organizations to respond to highly dynamic environments involving health, social, educational, and economic changes. Recognizing local government organizations as systems optimizes them to respond and excel in their ability to serve the public. The purpose of this conceptual chapter is to assess the viable system model's (VSM) efficacy as a vehicle for evaluation within the context of local government organizations, and to determine what enhancements to the model might be needed for post-pandemic application. The viable system model may benefit from the integration of complementary enhancements that may humanize the VSM for use in a post-pandemic context. Ultimately, the new reality of the post-pandemic era calls for systems thinking to reveal ways to structure service delivery reliably and innovatively.
