What happens when a government cannot meet its obligation to provide universal primary education and enhance the quality of education for all of its citizens? The present study examines the interactions among stakeholders in the user-fee policy in primary education in Kenya. It seeks to show how this policy has affected attendance rates and drop-out rates among elementary schoolchildren. It reveals that, in addition to limiting access and contributing to attrition, user-fees significantly contribute to absenteeism. The study also exposes the dire situation of economically vulnerable citizens who do not have the resources which they need to ensure private education for their children. It concludes that together the government and household-level economic weaknesses have made it virtually impossible to attain the goal of education for all in Kenya. Zusammenfassung -DIE WIRKUNG\ VON SCHULGEB €UHREN AUF DEN SCHULBESUCH KENIANISCHER GRUNDSCHULKINDER -Was geschieht, wenn eine Regierung ihrer Pflicht nicht nachkommen kann, eine universelle Grundschulbildung zu ermo¨glichen und die Bildungsqualita¨t aller Bu¨rger zu verbessern? Die vorliegende Studie untersucht, welchen Einfluss die an der Gebu¨hrenpolitik beteiligten Faktoren in der kenianischen Grundschulbildung aufeinander ausu¨ben. Sie sucht zu zeigen, wie sich diese Politik auf den Schulbesuch und die Abbrecherquote bei Grundschulkindern ausgewirkt hat. Sie macht deutlich, dass Schulgebu¨hren den Zugang beschra¨nken und zu Frustration sowie zu ha¨ufiger Abwesenheit einen signifikanten Beitrag leisten. Die Studie legt auch die desolate Lage o¨konomisch benachteiligter Bu¨rger dar, die nicht die notwendigen Mittel besitzen, um die private Bildung ihrer Kinder sicherzustellen. Sie zieht den Schluss, dass die o¨konomische Schwa¨che auf Regierungs-und Privathaushaltsebene es nahezu unmo¨glich gemacht hat, das Ziel der Bildung fu¨r alle in Kenia zu erreichen. “…Οι διάφορες θεωρητικές προσεγγίσεις του Κριτικού Γραμματισμού έχουν κατηγοριοποιηθεί από την Janks (2000) σε τέσσερις κατηγορίες, οι οποίες αναπτύσσονται γύρω από τις έννοιες της επικυριαρχίας που αναφέρεται, κυρίως, στη συνειδητοποίηση των πρακτικών λόγου που χρησιμοποιεί η εξουσία, της πρόσβασης που αγωνίζεται για την ανάπτυξη της προσβασιμότητας στην εκπαίδευση από όλους τους ενδιαφερόμενους, της ποικιλίας που εστιάζει στο σεβασμό της γλωσσικής και πολιτισμικής ποικιλίας και, τέλος, του σχεδίου που επιδιώκει την ανάπτυξη δημιουργικών ικανοτήτων στους μαθητές και αυριανούς πολίτες και οι οποίες συνδυάζονται με τις τέσσερις αρχές που προτείνονται και από τους Χατζησαββίδη (2011), Gregory και Cahill (2009). και Mayo (1995). Η διασύνδεση της πολιτικής και της εκπαίδευσης αποτελεί κοινό τόπο, χωρίς αυτό να είναι απαραίτητα κακό ή καλό, ακίνδυνο ή επικίνδυνο. Βαρύνουσας σημασίας ωστόσο είναι ότι, εξαιτίας αυτής της διασύνδεσης, σε κάθε βαθμίδα της εκπαίδευσης και σε κάθε μορφή της απαιτείται η καλλιέργεια της κριτικής σκέψης. Δημιουργείται, έτσι, ο προβληματισμός για τον ρόλο που καλείται να διαδραματίσει η ΑεξΑΕ στην ενίσχυση της κριτικής ικανότητας των διδασκομένων της και στην επιλογή του καλύτερου δυνατού τρόπου για να το πετύχει αυτό. Ένας από τους τρόπους αυτούς εκτιμούμε ότι είναι η «συνομιλία» του Κριτικού Γραμματισμού με την ΑεξΑΕ. Ωστόσο, από την ανασκόπηση της βιβλιογραφίας διαπιστώθηκε ότι κάτι τέτοιο δεν έχει αναδειχθεί, παρόλο που η δυνατότητα μιας τέτοιας συνεύρεσης φαίνεται να είναι όχι μόνο εφικτή, αλλά ενδεχομένως και επιτακτική. Σκοπός λοιπόν της παρούσαςεργασίας είναι η διερεύνηση της σχέσης της Ανοικτής και εξ Αποστάσεως Εκπαίδευσης και του Κριτικού Γραμματισμού. Ειδικότερα, η εργασία στοχεύει στην ανάδυση αρχών της Ανοικτής και εξ Αποστάσεως Εκπαίδευσης που θα μπορούσαν να συνδυαστούν με αρχές του Κριτικού Γραμματισμού. Η εργασία στηρίζεται στη βιβλιογραφική έρευνα. Εξετάζοντας το θεωρητικό πλαίσιο και την παιδαγωγική της Ανοικτής και εξ Αποστάσεως Εκπαίδευσης από τη μια μεριά και του Κριτικού Γραμματισμού από την άλλη, διαπιστώνεται η ύπαρξη όμοιων ή και ταυτόσημων σημείων ανάμεσά τους. Συγκεκριμένα, διαπιστώνεται ότι δίοδος επικοινωνίας και συνεργασίας αυτών των δύο αποτελούν οι έννοιες της αυτονομίας και αυτό-ρύθμισης, του ανεπιτήδευτου διαλόγου, της αλληλεπίδρασης, της προσβασιμότητας στη γνώση και της αξιοποίησης της εμπειρίας με στόχο την πρόοδο του μαθητή και, κατ’ επέκταση, της κοινωνίας και του κόσμου του, μέσα από τη δημιουργία υπεύθυνων και συνειδητοποιημένων πολιτών.
