São Paulo metropolitan region experienced an acute water crisis between 2013 and 2015. According to the Brazilian and international press, it was due to climatic, anthropogenic, and water management factors. This paper assesses the hydro-climatic characteristics of the crisis by focusing on the Alto-Tietê basin and the headwater of the Piracicaba-Capivari-Jundiaí (PCJ) basin that supply 70% of the water consumed in the metropolis. Based on 16 rain-gauge stations, 5 runoff-gauge stations, and several statistical analyses carried over the 1951-2015 period, this assessment shows that the 2013-2015 hydro-climatic crisis resulted from a large number of days without rain in the north of the Alto-Tietê basin and to less intense precipitation events in the headwaters of the PCJ basin during the austral spring 2013 and the year 2014. It also defines a return period of 98 years for observed river flows in 2014. Despite the rare nature of this hydrological drought, the need for efficient water saving policies is brought forward.

Despite the recent discoveries of considerable fossil fuel reserves, Brazil is one of the only great economic and industrial powers with very high amounts of renewable energy in its electricity matrix. Approximately 79.3% of the electric energy supply comes from renewable resources, of which hydroelectric power represents 70.6%. The two primary concerns regarding hydroelectricity are the damage caused to the environment by the construction of dams and the uncertainty of the supply in cases of long drought seasons. This article presents an analysis on the availability and energy exploitation of sugarcane straw and forest residues derived from eucalyptus for decentralized generation using a Geographic Information System–based model. The potential bioelectricity and bioethanol production from sugarcane and eucalyptus biomass in the Administrative Region of Campinas (ARC) is higher than the demand in this region. The results provide guidelines for designing alternatives to the intended Nationally Determined Contributions in Brazil within the scope of the ARC, and they can be used to provide energy empowerment, electric matrix diversification, and new policies that address the residue availability and demand.

O presente estudo identifica elementos e recortes têmporo espaciais para sugerir aprofundamentos na abordagem das causas da atual crise de abastecimento de água na região da Grande São Paulo. São consideradas questões climáticas, a mídia impressa e suas ênfases, além da questão dos marcos regulatórios, evolução da capacidade instalada para o abastecimento da região e as condições de conservação da área produtora de água bruta do Sistema Cantareira. Essa avaliação é fundamentada em estudos de especialistas e pesquisas desenvolvidas no âmbito da Hidrografia e Geografia nas bacias hidrográficas geradoras, cujos dados são utilizados para avaliar a gestão dos recursos hídricos de longo prazo no plano de responsabilidade governamental. Realiza-se também uma breve análise da variabilidade das chuvas que, em conjunto com os demais elementos apresentados, demonstra ser necessário conjugar uma série de fatores para compreensão da crise hídrica atual.
