The problem of public service motivation remains in Russian state service, and it has an impact on working efficiency and professional level of its staff. This research is aimed at studying the problem of public service motivation of civil servants. Methodological base includes the concept of the bureaucracy by M. Weber, the concept of motivation for public service by D. Perry and L. Wise, as well as the works of leading Russian and foreign scientists in this field. A blanket canvassing of state civil servants was used as a method of collecting source information, while methods of system analysis and general scientific methods were used for its analyzing. Scientists and practitioners give ambiguous assessments of the role of public service motivation in the structure of officials' motivation. Therefore, the aim of this work is to answer the question: does public service motivation have a significant impact on the motivation of officials to perform state civil service. And also, to establish which motivating factors that, according to D. Perry, form the motivation for public service (he mentioned: desire to participate in the development of public policy; commitment to public interest and public debt; self-denial; compassion) are the most important for Russian civil servants? Empirical base of this study included state civil servants of the executive authorities of the Sverdlovsk and Kurgan Regions, in totalmore than 250 officials. Analysis of motivational preferences showed that the most part of public servants among the respondents did not consider public service motivation as the leading motivation for their service, and the leading importance in generating public service motivation are such motivating factors as-commitment to public interest and public debt‖ and-the opportunity to participate in the development of public policy‖. Obtained results can be used to improve the institution of staff management in the public civil service.

Public service motivation (PSM) represents an individual’s predisposition to respond to motives grounded primarily or uniquely in public institutions, and it is an individual characteristic that reflects the attributes of the public sector. The concept was first introduced by James Perry, who identified four-dimensions to measure PSM, namely, attraction to policy making, commitment to the public interest, compassion, and self-sacrifice. Public service motivation changes over time, and differences in culture and systems in different countries can lead to differences in the measurement dimensions of PSM. The dimensions of PSM measurement in Asian countries are different from those in Western countries, and whether the regional applicability and population applicability of PSM can be expanded is a question worth investigating. From a new perspective, this study takes Chinese college students as the research object, using one-on-one interviews based on grounded theory. Besides the four dimensions mentioned above, it was found that the two additional dimensions of a collectivist tendency and self-improvement were added, and the specific connotations of each dimension were changed somewhat. A collectivist tendency accords with the culture of East Asian countries, and self-improvement is our unique finding among college students. This proves that the motivation for public service can rise not only from altruism but also as a result of individuals seeking self-development and value realization.

PurposeThe need to improve the efficiency and quality of public services has increased the interest in innovation. This study seeks to understand the relationship between the Public Service Motivation (PSM) index and the profile of strategic-level public servants who are considered innovative.Design/methodolog/approachQuestionnaires were applied to the group of government managers who registered their projects in an innovation competition. Data were analyzed using t-test, multiple correspondence analysis (MCA) and hierarchical cluster analysis (HCA).FindingsThis paper concluded that the PSM level of these innovative public servants is significantly greater than public servants overall. In terms of the profile of these innovative government managers, it was found that the majority were female, with a high level of education and a background in Information Technology.Practical implicationsThe discovery that innovative government managers have a significantly higher PSM (p < 0.05) than public servants overall may be relevant, because it confirms a statistical tendency that it would be advantageous for policy-makers to invest in actions that increase public servant PSM since these servants with high PSM are more innovative.Originality/valueThis article has sought to fill a gap in studies that associate the level of PSM with the innovation practices in the public sector, as well as verify the profile of public servants with high levels of motivation in public service (PSM).
