The scientific literature and reports by international bodies recognise the importance of governance in tourism. This is a process whereby different stakeholders interact in order to solve problems and find opportunities for the different sectors involved. For the purposes of this article, different approaches have been analysed with the aim of understanding the full governance process among stakeholders. In order to validate the main findings, a panel of experts was set up to establish the characteristics a model should have when implementing the principles of good governance as a key tool for managing tourist destinations. This model is aimed at guaranteeing the sustainable development of tourism and enhancing competitiveness. There is a great consensus about how governance must be applied, establishing an open and participatory model which must be transparent and effective, capable of attracting the participation, coordination and collaboration among stakeholders using a clear methodology divided into different stages: diagnosis, planning and strategy, execution and monitoring, and evaluation.

This chapter dialogues with the field of studies and analysis of public policy, which has its pioneering work in the 1940s and is in constant development. Given the various definitions of public policies, there is a convergence that these include articulations between various actors -public and private -which makes it important to consider the relational perspective for analysis purposes. Governments have been dedicated to formulating public policies in specific domains, seeking to guide, regulate, as well as develop certain activities, such as tourism. In this sense, the municipality of Ouro Preto, a World Heritage Site, a tourist destination with a highly relevant historical and cultural heritage, which has established public tourism policies and tourism management tools, becomes a potential locus for investigation. In this context, we seek to investigate the interactions, from the perspective of the network approach, between the actors that make up the municipal public management of tourism in the city of Ouro Preto, Brazil, considering the multidimensionality of political interest in the public-private sector. The contribution of this work continues to improve the understanding of the implications of network management in tourist destinations, articulating the themes of governance and policy networks that circumstantially pass-through discussions on social networks. Thus, contribute to the field of studies on collaborative forms in tourism planning and management. Finally, it is concluded that the application of this theoretical-methodological model allows to assess the articulations and behaviors of the actors within spaces of participation, as well as the positions and exchanges that affect the results facing the construction of public tourism policies.

Una de las características de los distritos turísticos es que se convierten en los escenarios precisos en donde se puede dar la coexistencia de las relaciones de cooperación y competencia entre sus empresas. Este engranaje de relaciones favorece la consecución de ventajas competitivas que en otros contextos son difícilmente reproducibles. A través del presente trabajo se desarrolla un modelo conceptual que permita analizar en conjunto estas relaciones de cooperación y competencia que surgen en los distritos turísticos y cómo esto aporta a la generación de ventajas competitivas sostenibles. Para lograr este objetivo se realizó una revisión bibliográfica de todos los aportes relevantes desde las teorías dedicadas al estudio de los distritos turísticos y se plantean las proposiciones teóricas que definen el modelo conceptual. Finalmente se realiza la discusión del modelo conceptual y las respectivas conclusiones.
