ResumoNo século XX, o turismo foi objeto de atenção em políticas públicas de governos centrais de diferentes países. No século XXI, devido ao processo de descentralização, o turismo passou a ser também um setor de interesse de governos subnacionais em prol do desenvolvimento local e regional. O objetivo deste artigo é analisar a questão ambiental na política pública de turismo planejada por um governo subnacional em um estado federativo. Para tanto, foram aplicados o método documental cujos dados coletados foram cotejados a luz da literatura especializada. Como resultados, identificou-se as prioridades e as questões consideradas importantes por um governo em uma política pública de turismo a partir de um esquema analítico de 15 tipos de objetivos e 22 formas de atuação governamental. Na situação analisada, observou-se que a questão ambiental não é algo central na política vigente, o que pode tornar preocupante a sustentabilidade do turismo para além da dimensão econômica. Por fim, o esquema analítico empregado possibilita compreender a intencionalidade e a abrangência de uma política pública de turismo. ResumoO estado de Minas Gerais, atualmente, atua no sentido de regionalizar e descentralizar o setor de turismo, integrando diversos municípios que possuem características em comum, por meio de circuitos turísticos. O presente estudo foi realizado com o objetivo de caracterizar a dinâmica entre os atores que compõem os circuitos turísticos de Minas Gerais. Na primeira etapa da pesquisa, foi realizada uma macroanálise dos circuitos mineiros, os dados foram obtidos por meio dos órgãos gestores dos circuitos turísticos. Na segunda etapa, foram realizadas entrevistas com os atores-chave da Secretaria de Estado do Turismo de Minas Gerais e da Federação dos Circuitos Turísticos de Minas Gerais que apareceram na primeira etapa, para aprofundar nas análises sobre o inter-relacionamento desses atores. Os resultados obtidos sugerem a existência de um novo ator que apresenta ter uma importância fundamental para os circuitos, como também os interesses comuns e conflitantes dos atores e seus espaços de negociação. Finalmente, considera-se que existem estratégias conjuntas entre os circuitos, mas que ainda são muito embrionárias e que a percepção de alguns atores sociais a respeito de redes é um tanto quanto superficial.Palavras-chave: políticas públicas; redes de atores; circuitos turísticos. This chapter dialogues with the field of studies and analysis of public policy, which has its pioneering work in the 1940s and is in constant development. Given the various definitions of public policies, there is a convergence that these include articulations between various actors -public and private -which makes it important to consider the relational perspective for analysis purposes. Governments have been dedicated to formulating public policies in specific domains, seeking to guide, regulate, as well as develop certain activities, such as tourism. In this sense, the municipality of Ouro Preto, a World Heritage Site, a tourist destination with a highly relevant historical and cultural heritage, which has established public tourism policies and tourism management tools, becomes a potential locus for investigation. In this context, we seek to investigate the interactions, from the perspective of the network approach, between the actors that make up the municipal public management of tourism in the city of Ouro Preto, Brazil, considering the multidimensionality of political interest in the public-private sector. The contribution of this work continues to improve the understanding of the implications of network management in tourist destinations, articulating the themes of governance and policy networks that circumstantially pass-through discussions on social networks. Thus, contribute to the field of studies on collaborative forms in tourism planning and management. Finally, it is concluded that the application of this theoretical-methodological model allows to assess the articulations and behaviors of the actors within spaces of participation, as well as the positions and exchanges that affect the results facing the construction of public tourism policies.
The resumption of local development, in a post-pandemic scenario, is one of the great challenges for cities. In tourist cities, where tourism is an important economic pillar, initiatives for the regeneration and requalification of urban spaces as a promoter of social interactions, cooperation and economic opportunities, enhance the adoption of Placemaking practices. Therefore, the objective of this essay is to present propositions and considerations for the application of Placemaking as a vector and instrument of local development in articulation with tourism, based on creativity and collaboration. As a result, it is observed that urban transformations under this guideline demand structural adjustments and require local reconfiguration, especially in a post-pandemic context. In this sense, it is observed that the aspects treated can help in carrying out diagnoses and formulating Creative Placemaking projects for local tourism development, linking actions to entrepreneurial behavior of individuals and to the Sustainable Development Goals of the United Nations Organization.
Abstract. The project called "Tourism Development Plan of Nova Lima, MG" was a labor required by the city of Nova Lima, through the Secretary of Municipal Tourism. The municipality of Nova Lima has numerous tourist attractions or potential for them attractive, and is developing a work of public policies aimed at structuring this activity. The objective of this project was to offer to its population, as well as the government and the private sector, the assurance of quality activity according to the international, national and state the assumptions referred to in the Municipal Tourism Plan. All work was developed by Scientific and Technical Research Data Collection, which took into consideration the participation of local stakeholders in the development of tourism through public hearings with the Section for Local Tourism, making use of Information from the Current Municipal Development Plan for Nova Lima and its Secretary of Tourism. We also note that the study was conducted in accordance with the guidelines and considerations of the Municipal Tourism Council (COMTUR) of Nova Lima.
