With the popularity of the Internet and the development of digital technology, the amount of image and video data content in human resources management in colleges is also increasing. It is very important to achieve effective management and retrieval of video image data. To this end, this paper takes clustering algorithm as the research object, discusses the image processing of clustering algorithm and its application in human resources management of colleges and universities, in order to provide reference for my country's colleges and universities to realize the optimal management of human resources. Based on the content of digital images, this paper introduces three traditional digital image calculation methods and calculates their calculation process, including SIFT algorithm, VALAD algorithm and PCA algorithm. On this basis, the traditional algorithm is improved, and the improved Algorithm; and then take a college as the specific research object, through the use of K-means algorithm and improved K-means algorithm to carry out cluster analysis of the school's professional and technical personnel database, and formulate new Standard, that is, the working hours of the 5th and 6th levels of the sub-high school must be 402 and 378 months respectively, the appointment of the sub-high school must be 165 and 98 months, the total class hours are 1026 and 789 hours, and the scientific research scores are 1402.4 and 785.3 points.. The research results show that the clustering algorithm has a significant role and significance for the optimal management of human resources in universities and other enterprises.

Global university rankings (GUR) have become increasingly influential as a proxy measure of higher education quality. The more recent development of regionalised forms of rankings has increased their global reach, drawing a greatly expanded range of institutions into their orbit. As a result, regionalised GUR have developed an increasing potential power to shape social perceptions, institutional actions, and everyday academic practices. In this paper, the perceived impact of regionalised forms of GUR is analysed from the perspective of Latin American higher education. Based on a critical meta-synthesis framed by a glonacal heuristic (Marginson and Rhoades, Higher Education 43:281–309, 2002), the tensions arising around the application of regionalised forms of global rankings are mapped. Specifically, the impact of rankings on conceptions of the mission of universities is foregrounded. The meta-synthesis identifies three primary tensions around the regional application of GUR in Latin American contexts: how conceptions of regional higher education quality are most effectively developed, how the local university is imagined under the weight of global expectations, and the relativised value of local agency in assessing quality outcomes. The findings suggest that GUR have created strong fissures in Latin American higher education regarding the missions of institutions, particularly in confronting the powerful hegemonies of the epistemologies of the Global North imposing themselves on Latin American higher education. The paper concludes that the stratification and social anxiety caused by the regional applications of GUR may not be necessarily productive in encouraging regional institutional diversity or in enhancing the local relevance of higher education.

El principal objetivo de este estudio es proponer una metodología que permita agregar ordenamientos de diferentes métodos de análisis de decisión multicriterio. Cada método que compone este análisis puede generar, en muchas ocasiones, un ordenamiento distinto de las alternativas analizadas, creando confusión en los tomadores de decisiones. Para la consecución del objetivo propuesto, se desarrollan cuatro métodos reconocidos por sus diferentes aplicaciones reales. Es así como los ordenamientos individuales generados por PROMETHEE II, AHP, TOPSIS y VIKOR, se agregan a través de un recuento de BORDA para obtener una única jerarquía de alternativas. Se propone un análisis de sensibilidad que permite observar la robustez y estabilidad del ordenamiento final. A través de un caso de sistemas mundiales de clasificación de universidades, se observa cómo al agregar diferentes técnicas se obtiene una única jerarquía robusta capaz de absorber las variaciones propuestas.
