China's uneven regional economic development and decentralisation of its education system have led to increasing regional education disparities. Here, we introduce a new multidimensional index, the Index of Regional Education Advantage (IREA), underpinned by Amartya Sen's capability approach, to evaluate the effectiveness of policies targeted at reducing regional/provincial educational inequalities in China since 2005. The analysis of the distribution of IREA scores and the decomposition of the index reveals that education in north-eastern China is better than in the south-west part of the country, a pattern which lacks conformity with the eastern, middle and western macro-divisions adopted by Central Government as the basis of policy implementation. In addition, the education of migrant children and the low transfer rate into high schools are identified as key issues requiring Government attention.

Interactive Relationship among Urban Expansion, Economic Development, and Population Growth since the Reform and Opening up in China: An Analysis Based on a Vector Error Correction Model

Based on cointegration analysis, a vector error correction model (VECM), and the impulse response function method, this paper empirically analyses the interaction among urban expansion, economic development, and population growth in China from 1980 to 2016. The results show that (I) there is a long-term equilibrium relationship among urban expansion, economic development and population growth, but there is an imbalance in the short term. When urban expansion deviates from the long-term equilibrium, it cannot be restored to equilibrium in the short term. However, when economic development and population growth deviate from equilibrium, they will adjust back to equilibrium with strengths of −0.1770 and −0.0217, respectively. (II) From the results of the impulse response, there is an interactive statistical relationship between urban expansion, economic development, and population growth; In the short term, both economic development and population growth will cause urban expansion. In the long term, economic development will inhibit urban expansion, and economic development will be less dependent on land. Also, population growth has a long-lasting positive effect on urban expansion. (III) The results of variance decomposition show that urban expansion and economic development were most affected by the structural impact of population growth, and the relative variance contribution (RVC) rate was stable at 29.2% and 42%, respectively. However, economic development contributes the least to the RVC of urban expansion and population growth, and only stabilizes at 12.3% and 8.0% after 30 periods. Finally, the paper proposes that the Chinese government should maintain stable and healthy economic growth and promote sustainable land use in terms of improving land use efficiency, improving human capital levels, and promoting industrial structure.

This research contributes to previous studies through exploring the association between individual psychological aspirations and hukou discrimination in the Chinese urban labour market. Applying data from the 2010 China General Social Survey, we divided the sample into local hukou residents and non-local migrants (includes urban-urban migrants and rural-urban migrants). We then examined the relationship between these sub-categories with different hukou status and their income aspirations (i.e., expected wage levels). The estimated results suggest that, in comparison with urban-urban migrants, rural-urban migrants are more likely to self-deprecate. Discrimination against rural-urban migrants significantly restricts their income aspirations. These findings imply that it is urgent to eliminate these negative impacts caused by hukou discrimination in the Chinese urban labour market, and understanding the structure of labour force quality such as psychological condition appears to be important in determining the long-term sustainable development of labour market. Theoretical and empirical implications, limitations and further research directions are also discussed.
