In the "new era" of China’s foreign policy based on the concept of major power diplomacy with Chinese characteristics, Beijing has begun to change its attitude toward Latin America. In 2018, Xi Jinping officially invited Latin American countries to participate in the construction of the Belt and Road initiative, thereby bringing the region into the sphere of its global interests. This article is devoted to the study of the main directions of cooperation between China and the Latin American states and changes in the forms and instruments of Beijing's policy toward the region. The authors analyze the degree of involvement of Latin American states in the BRI and consider pros and cons of increasing China's influence in the region. The provisions of power transition theory form the methodological basis of the work, through the prism of which the U.S. factor in Sino-Latin American relations is examined. The final part of the article is devoted to the challenges facing Washington from the growing influence of China in the Latin America and Caribbean (LAC) region.

The scenario emanates from the Brazilian National Defense Strategy/Policy (BRAZIL, 2012;PROENÇA JR.& LESSA, 2017): submarine barrier interdiction of passage in the South Atlantic 6 , patrolling an area some 700nm wide, about 3,000nm away from Rio de Janeiro for the duration of one calendar year -an exclusion zone in accordance with International Law, e.g.. This might be taken as the general formulation of the mission for submarine interdiction of passage in the South Atlantic beyond the range of Brazil's ground-based air power: (1) along the latitude of, say, Fernando (5) an oceanic approach to the Pré-Sal area (roughly corresponding to the Santos and Campos sea basins) 7 .…”

This article proposes a methodology that enables one who has actual cost figures to perform the calculations for benefit-to-cost, strictly from the tactical and logistical standpoints, on the performance equivalence not of nuclear vs. air-independent-propulsion (AIP) submarines, but of nuclear v. AIP submarine fleets. With that in hand, it becomes possible for whomever might have sounder figures than what we could find about the complete life-cycle cost of either alternative to figure out, given our results about the benefit assessment, what would be the result of a benefit-to- cost analysis. We didn't perform the latter, due to uncertainty about the methodology by which the public available cost estimates were calculated. By providing a method for benefit calculation of the military worth of alternatives to support an assessment of the SSN/SSP fleet alternatives, we hope to have provided a sounder point of departure for debate, both in general terms, a method, and for the Brazilian case in particular, an application.

Este artigo analisa a tesão que se produziu pelo contraste entre o excepcionalismo estadunidense e a chamada política externa do Pragmatismo Ecumênico e Responsável, formulada e implementada durante o governo de Ernesto Geisel. Ao promover a exportação dos valores de direitos humanos, o governo do Presidente Jimmy Carter esbarrou na contra-ação formulada e implementada pelo governo brasileiro. Foi a partir do questionamento “como se tencionaram as relações Brasil – Estados Unidos em decorrência dos contrastastes entre o excepcionalismo estadunidense de Carter e o pragmatismo ecumênico e responsável de Geisel?” como a exportação da agenda de direitos humanos estadunidense de Carter impactou a formulação da política externa brasileira de Geisel para o cenário interamericano?” que este trabalho calcou suas inquietações iniciais. Foi utilizado o método de revisão bibliográfica e análise documental objetivando uma análise acerca da receptividade brasileira ao discurso de exportação de valores liberais empreendido por Carter e, devido à isso, às alternativas retóricas que o governo brasileiro oferecia quando pressionado em temas de direitos humanos.
