The article is devoted to solving the problem of evaluation and selection of investment projects aimed at developing territorial communities, taking into account the concept of sustainable development. The problem of choosing from possible alternative solutions is not easy for decision makers and requires qualified justification. This is especially important in the context of decentralization reform, advancement of Ukraine towards society openness, increase of transparency requirements to the authorities and their results. Decision making on the basis of the sustainable development concept determines the evaluation of investment projects in terms of their effectiveness in solving problems of social, economic and environmental nature, finding a balance between these components. The peculiarity of the assessments is not so much quantitative as qualitative character, which makes it expedient to use the apparatus of fuzzy logic. The fuzzy model of evaluation of investment project aimed at developing a territorial community is constructed and substantiated in the work. The model is based on quantitative and qualitative evaluations of the social, economic and environmental components of the concept and enables a "soft" -qualitative evaluation of the investment project under consideration. Modeling results are based on the method of deciding on the choice of investment projects for the development of territorial communities. The proposed model and method are implemented by the Fuzzy Logic Toolbox application, were applied to substantiate decisions for the territorial community of Zaporizhzhia region, and can be used in the development of decision support systems to quantify the decisions and variant calculations.

The purpose of this article was to study budgeting process from the point of its structure, analyze the Russian and European models of budget planning. Russian experts seem to favor a combination of rolling budgeting and top-down approach. Zero based method is preferred for larger projects with strict budgeting culture. For smaller and medium business, there remains lack of attention to budgeting. It is caused by lack of finance, experience and prioritization of other financial management tools. The classical approach used in the beginning stage would definitely be the top-down approach, which despite some its flaws can work well in the beginning stage of business development, when the strategy is rather aggressive and growth-oriented. Larger better-established organizations tend to realize importance of budgeting process and devote greater attention to developing its structure. The combination of methods is rather appropriate and additional investment should be made specifically into the Information System used in the budgeting process, as it is associated with reducing labor costs and accelerating processes. Unfortunately, Russian companies still find it difficult to keep up with development of new techniques on budgeting process overseas. This was shown in detailed comparison of Russian budgeting model with the European one.

Efficiency of price competition in the telecommunications market

Over the past few years, the Russian telecommunications market has shown one of the highest growth rates in the country. According to RBC media holding, which, in turn, refers to the independent consulting Agency TMT Consulting, in 2018, the market volume increased by 3.4% , 0.6 percentage points more than in 2017. The main driver of growth was the mobile business, whose revenue grew by 5% . Among the most likely reasons for such results, it is possible to identify the cancellation of most tariffs that provided unlimited Internet access to subscribers, and the termination of price competition. The rejection of tariff plans with unlimited Internet access allows the operator to increase the ARPU, which also reached a record high in 2018. The purpose of the article is to refute or prove the possibility of using price dumping mechanisms in the oligopolistic telecommunications market in Russia.
