Assessing the Safety Factors of Ship Berthing Operations

Abstract: The purpose of this paper is to discuss the safety of ship berthing operations in port. Based on the features of ship's berthing operations and relevant literature, the Safety Factors (SFs) of ship berthing at docks are first investigated. A Safety Index (SI) with a Fuzzy Analytic Hierarchy Process (AHP) model is then proposed to assess those SFs from port marine pilots, by which port managers and ship carriers may make policies to improve ship berthing safety. To validate the model, berthing operations at Kao… Show more

“…Geometric means are more effective in representing multiple decision-makers’ consensus opinions (Saaty, 1980). To aggregate information from all differing opinions, the triangular fuzzy numbers characterised by using the min, max and geometric mean operations are used to convey the opinions of all experts (Ding, 2006; 2009; Ding et al, 2014 Hsu, 2012; 2015). Let , h = 1, 2, …, n , , be the relative importance given to assessment aspect i in comparison with assessment aspect j by expert h on the L + 1 layer.…”

Literature review on safety of ship berthing operations has indicated that weather and geography are common factors leading to shipping accidents (Hsu, 2015). The specific meteorological conditions of the port, based on average monthly wind data, are analysed from historical data of the Spanish Meteorological Agency (AEMET).…”

“…The relevant studies also indicate that crews' work characteristics including professional skills and work attitudes, significantly affect the safety of ship navigation in ports (Hsu, 2012). Crews' safety knowledge and work concentration are the most significant factors affecting the safety of product oil tankers in costal shipping (Hsu, 2015).…”
