ABSTRACT. This cost-benefit analysis of three industrial bottom gillnet fisheries that operated in SE/S Brazil during 2009, had a double purpose: to determine the economic and financial performance of the average gillnet vessel in the coastal whitemouth croaker (Micropogonias furnieri), the gulf hake (Urophycis mystacea) and monkfish (Lophius gastrophysus) fisheries and to determine the expected effects of applying fishing gear regulation (MPA/MMA Nº12/2012) on the performance of the whitemouth croaker fishing fleet. Crucial to this cost-benefit analysis was to collect data through interviews to vessel owners on these fishing fleets cost structures and their fishing costs levels. Three economic and financial performance indicators were used to assess the condition of these fishing fleets: Net Present Value (NPV), Internal Rate of Return (IRR) and Profitability Index (PI). Results showed different costs levels between fishing fleets but, similar relative importance of cost components across fleets: with running costs being the highest, followed by vessel and labor costs in order of importance, except in the gulf hake fishing fleet. Results from the economic and financial performance assessment showed that these three fishing fleets were in a fragile economic and financial condition, all having IRRs lower that 20% and PIs of 1.7 or lower, too low for a high risk activity like fisheries. This problem been more acute in the whitemouth croaker fishing fleet with the lowest IRR (12.11%) and PI (1.2). Potential effects of applying the fishing regulation showed marginal improvements in the fragile condition of the whitemouth croaker fishing fleet. El análisis de costo-beneficio de las tres pesquerías industriales de enmalle de fondo que operaron en el SE/S Brasil durante 2009 tuvo un doble propósito: determinar el desempeño económico y financiero de una embarcación promedio que opera con enmalle en las pesquerías de corvina (Micropogonias furnieri), brótula (Urophycis mystacea) y rape (Lophius gastrophysus) y establecer los efectos que se pueden esperar al aplicar la regulación al arte de pesca (MPA/MMA Nº12/2012) en el desempeño de la flota que pesca la corvina. Crucial para este análisis de costo-beneficio fue la recolección de información mediante entrevistas a dueños de embarcaciones sobre las estructuras y los niveles de costos en la pesca. -Flatfishes represent an important resource in Portuguese fisheries. Although flatfish landings represent a low percentage of total fish weight landed, their importance is higher when commercial value is considered (11%). Official data on flatfish landings from 1992 to 2005 for all landing ports in Portugal were analysed, together with vessel characteristics, in order to detect patterns in flatfish fisheries. Fleet characteristics were heterogeneous, but most of the vessels were multi-gear. Three landing profiles were identified in the flatfish fishery, and the target species of these métiers showed variation in space and in time. Small vessels caught species that occur in coastal areas, mainly soles, bastard sole, flounder, turbot and brill, and usually also presented high landings of octopuses, cuttlefish and rays. Megrims and spotted flounder were caught with others species, like small pelagic fishes and seabreams by coastal trawlers. For this fleet component, catches of flatfish were usually bycatch. Generalized Linear Models (GLM) were used to analyse flatfish landings (LPUE, landings per unit effort and landings in terms of value) between 1992 and 2005 and to evaluate their relationships with several variables. The main effects in the models included year, month, landing port, vessel length class and total landings (kg). The models explained between 15% and 60% of the variability of the LPUE, and 46% to 82% of the variability of landing value, for the flatfish groups considered, with the most important factors being landing port, vessel length class, month, total landing (kg) and landing port: vessel length interaction. These results suggest high spatial and temporal variability. The results of this study may have implications for fishery management, because the LPUE was highest during the important periods of flatfish life cycles, like the spawning season. This fishing pattern has a negative impact on the stocks because of increased fishing pressure during a sensitive period for these species. The adoption of spatial and temporal closures should be implemented.

Exploitation status and stock assessment of the smooth clam Callista chione (Linnaeus, 1758) in the northern Alboran Sea (GSA01-W Mediterranean Sea)

The smooth clam, Callista chione (Linnaeus, 1758), is a venerid bivalve widely appreciated in southern Spain where it represents the top commercial bivalve species in terms of landings and economic value. In this area, a total of 223 artisanal boats (68% of the artisanal fleet) are involved in shellfishing targeting bivalve molluscs, including the smooth clam. The artisanal mechanised dredging that targets C. chione in the northern Alboran Sea is described and the current exploitation status of its populations is analysed. A surplus-production model was run using ASPIC and used to assess the temporal variation in the levels of fishing for this bivalve throughout the study period (2002-2015), as well as to suggest conservation reference points that could guarantee the sustainable exploitation of this resource. During the study period, the maximum C. chione catch was registered in 2003 (306 t) and the minimum in 2006 (93 t). The ASPIC model for C. chione stock suggests that a Maximum Sustainable Yield (MSY) of 216 t could be produced from a total stock biomass of 983 t (Bmsy) at a fishing mortality rate of total biomass of 0.22 (Fmsy), with B/Bmsy and F/Fmsy values of 1.34 and 0.82, respectively, indicating that the stock is approaching good status.
