The task of the experiment reported here is to examine decision making in ultimatum games with symmetric and asymmetric information. In the asymmetric information condition, subjects (n = 13 4) were given an opportunity to deceive their playing partner. I found that participants indeed deceived their partners, specifically: While subjects were given on average 108.06 (probabilistic) CZK (Czech Koruna) to divide among themselves and their partner, in the asymmetric condition they reported to their pa rtner tha t they were given 59.0 5 CZK only. Subsequently, they allocated only 30.19 CZK to their partner in the asymmetric information ultimatum game, whereas in the symmetric information game, where deception was not possible, they allocated 48.65 CZK. The larger the surplus to be divided, the more deception was present. Women deceived significantly more than men and allocated less money to their partner in the asymmetric information ultimatum game (the effect size of gender was small, though).

Brun., 2012, LX, No. 4, pp. 319-326 The paper show possibilities of introducing modern methods into public economy and fi nance teaching. We present in-class experiment which illustrates one of typical model from political economy -the median voter theorem. Students are endowed with cards that represent their preferences on diff erent levels of the public good production. They compare benefi t they can get from diff erent levels of public good (these levels represent three candidates) and then they vote for the most preferred level. This process continues for several rounds, with a new election taking place with a diff erent sample of students. The in-class experiment demonstrates that the simplicity of the median voter theorem, when there are more than two candidates, provides only an imprecise prediction of the collective choice. ÚvodDefi nice statku kolektivní spotřeby -kolektivního statku se poprvé objevuje v univerzální neoklasické teorii rovnováhy a Paretovského optima (Pareto, Schwier, 1927), která řeší problém optimální alokace zdrojů v případě existence statku kolektivní spotřeby. V návaznosti na průkopnické práce Knuta Wicksella (Wicksell, 1964(Wicksell, , 1994 a Ericka Lindhala (Lindhal 1964) ve vztahu k analýze zdaňování a veřejných výdajů jako integrovaného systému se zformoval základ prvního -normativního přístupu ke kolektivním statkům v rámci teorie ekonomie blahobytu (Hicks, 1939;Kaldor, 1939).Impulzem ke vzniku druhého pozitivního přístupu ke kolektivním statkům byly myšlenky představitelů neoliberalismu a jejich snaha o rozpracování paradigmatu všeobecné rovnováhy a společenského optima (blahobytu). Je možné je najít v pracích Richarda A. Musgravea (1959Musgravea ( , 1994 (Arrow, 1951;Buchanan, Tullock, 1962;Buchanan, 1969;Johnson, 1997).I když jde o dominantně proti intervencionisticky orientované směry ekonomického myšlení, všechny připouštějí nutnost státních zásahů v podobě veřejného fi nancování a produkce vybraných statků, jež jsou specifi cké svými ekonomickými vlastnostmi a nemohou být produkovány běžnými tržními principy. Ekonomický trh v případě těchto statků selhává, rozhodování o jejich fi nancování a produkci tedy přebírá stát v rámci politického trhu. Ne vždy však mají tato rozhodnutí, realizovaná v duchu "veřejného zájmu", čistě ekonomický racionální důvod (Niskanen, William, 1971;Raguseo, Kuvíková, 2008) a jsou spojené s větší či menší mírou neefektivnosti (Baumol, 1965; Malý, Soukopová, 2013;Nemec, Ochrana, Šumpíková, 2008;Nemec, Meričková Štrangfeldová, 2010;Ochrana, Nekola, 2009), která je ospravedlňována "problémem černého pasažéra" nebo neochotnou spotřebitele zaplatit za spotřebu statku, z které ho není technicky možné vyloučit. *Vznik tohoto článku byl podpořen Ministerstvem kultury ČR v rámci projektu č. 163/MK-S 4743/2013 OULK s názvem "Metodika měření hodnoty služeb knihoven" a rovněž je výstupem řešení projektu fi nancovaného GAČR č.
