There are only a few pieces of literature on age-specific occupational segregation. In this descriptive paper, I focus on occupational opportunities for newly-hired older male and female workers. This study is an enriched replication study of Hutchens (ILRR, 1988), who showed that firms employ older workers, but hire them less often than they hire younger ones. I use a rich dataset for West Germany with information covering almost thirty years, the regional file of the IAB Employment Sample (IABS-R04). By drawing segregation curves and calculating different measures, such as the Dissimilarity Index and the Hutchens Square Root Segregation Index, I find clear evidence that age-related segregation exists. While newly-hired workers in the age groups of 18 to 34 years and 35 to 54 years are quite similarly distributed in terms of the indices, those in the oldest age group, aged 55 years and above, and especially older women, are more segregated. Differences for older male and female workers over time may be explained by changes in labor and retirement policies.

Have Labour Market Reforms at the Turn of the Millennium Changed Job Durations of the New Entrants? A Comparative Study for Germany and Italy *According to the aims of the labour market reforms of the 90s implemented in many European countries, workers may stay at their first job for a shorter time, but should be able to switch jobs easily. This would generate a trade-off between job opportunities and job stability. This paper addresses this issue using administrative longitudinal data for Germany and Italy, taken as representative examples of continuous and isolated reforms, respectively. The estimated piecewise constant job and employment duration models show that changes in the durations of the first job and employment -measured as the sum of multiple consecutive jobs -are observed in periods of labour market reforms. However, the existence of a trade-off is not confirmed by the results. In Germany, men have experienced an increase in employment stability over time, mated with somewhat longer job durations, while women have not benefitted from an increase in employment durations as a compensation for the marked decrease in their first job durations. In Italy, employment stability of the new entrants of both sexes has not improved after the reforms. The reduction in the duration of the first job has not been counterbalanced by an increase in the opportunity to find rapidly another job. These results suggest that the objective of increasing job opportunities by means of labour market deregulation has not been fully achieved.

ZusammenfassungDieses Kapitel beschäftigt sich inhaltsanalytisch mit dem Mediendiskurs über die Hochschulreformen – mit besonderem Augenmerk auf journalistische ReformbefürworterInnen einerseits, professorale ReformgegnerInnen andererseits. Damit wird der von Anfang an die Thematik beherrschende Deutungskampf akzentuiert. Während die ReformbefürworterInnen sich von den Reformen deutliche Verbesserungen der Qualität von Forschung und Lehre versprechen und einen erforderlichen Wandel der beruflichen Identität der ProfessorInnen als Folge bzw. Voraussetzung der Reformen ansprechen, wollen die ReformgegnerInnen unter den ProfessorInnen die in ihren Augen bewährte berufliche Identität und damit das bisherige Forschungs- und Lehrethos sowie ihre Arbeitsautonomie wahren. Während die JournalistInnen im Zeitverlauf zu differenzierteren Einschätzungen gelangten, ist der Tenor der öffentlichen Stellungnahmen der ProfessorInnen, dass sich das, was anfangs Befürchtungen waren, größtenteils bewahrheitet hat.
